About this file
This Request for Information (RFI) seeks market research for aircraft wash services at RAF Mildenhall, United Kingdom, covering approximately 146 aircraft washes annually for the 100th Maintenance Squadron, 352 SOW, and 55 WG. The RFI targets potential contract vehicles including Blanket Purchase Agreements and Indefinite Delivery Indefinite Quantity (IDIQ) contracts, with options for a 5-year contract structure consisting of one base year and four option years.
Key requirements include washing diverse aircraft types (CV-22, MC-130J, RC-135, KC-135) with labor hours ranging from 50-120 hours per aircraft, completion within 24 hours, and compliance with safety standards. The solicitation requires a minimum of one US National with a Secret Security Clearance, with background checks for other personnel. Interested parties are requested to provide feedback on contract structure, manning capabilities, security clearance expectations, potential costs (estimated between $25K-$150K annually), and overall feasibility of the requirement. Responses are due by 16:00 GMT on 20-AUG-2025, with the RFI released on 6 AUGUST 2025.

2. Background Information
Services for aircraft washing at RAF Mildenhall have historically been satisfied by an Indefinite Delivery, Indefinite Quantity (IDIQ) Firm Fix Price (FFP) and individual Task Orders (TOs) off the IDIQ that are FFP. The scope of the IDIQ requires a minimum of one US National with a Secret Security Clearance who can obtain a Common Access Card (CAC) and network access to access the Technical Orders (TOs) of specific aircraft. The IDIQ does not require all employees to have Secret Clearance and instead requires only a background check for access to Controlled Unclassified Information (CUI). The lead time for Local Nationals (from the United Kingdom) background checks is 8-11 weeks and does not include time needed to obtain Restricted Area Badges (RABs) and Training. Onboarding Local Nationals has been known to take several months. To successfully and safely accomplish each aircraft wash within 24 hours from the time that the aircraft is delivered to the wash rack, 8-10 people are usually required.
The wash schedule is provided 60 days ahead of time however, it is subject to change on short notice based on real world mission requirements. The exact number of aircraft washes needed each year is not known and may increase or decrease. On average there are approximately 3 washes needed per week. However, these services are subject to surge months which are March, June, September and December leading to an inconsistent workload. The number of man-hours required changes based on the type of aircraft.
2.1. Scope of the Requirement
The contractor shall perform aircraft washes and associated lube services as defined in the Performance Work Statement (PWS) for all: 100 MXS, 352 SOW, and 55 WG associated aircraft assigned to RAF Mildenhall. This will include any deployed/TDY aircraft that the 100 MXS, 352 SOW, and 55 WG would like to have washed.
Historically, RAF Mildenhall completes an average of 146 aircraft washes per year, reference summarized appendix III (below) for breakdown per airframe. The wash services shall be conducted in strict compliance with the local Air Force, Department of Defense, Occupational Safety and Health Agency (OSHA), and Air Force Occupation Safety & Health (AFOSH) standards mandating instructions & safety requirements for military/civilian operations.
The contractor shall ensure sufficient qualified personnel are available to perform the wash per the scheduled operating hours. The contractor shall perform all exterior aircraft wash services consisting of preparing, washing, lubing, and de-preparing the aircraft to completion. These services will be performed in accordance with (IAW) all applicable Technical Orders (T.O.), instructions, applicable aircraft forms and checklists listed in Appendix II. The Contracting Officer Representative (COR) will be notified immediately if the contractor is unable to perform any steps/procedures and nonperformance will be documented in Performance Action Reports, Corrective Action Reports, and Contractor Performance Assessment Reports. For this contract, the wash will be considered complete once the de-preparations have been completed and the customer accepts the airplane by completing the Post Wash Inspection checklist in Appendix V. Anticipated wash completion for each aircraft is not to exceed 24 hours.

3. Information Requested
See 2.0 for Background Information. Request interested parties provide feedback on CLIN structure, contract structure and contract type, manning capabilities, risk factors, rough order of magnitude (ROM) cost and any additional concerns regarding Aircraft Wash Services.
1. What contract vehicle would you recommend, is most realistic, or is the most common for Aircraft Wash services?
a. Blanket Purchase Agreement (BPA) – Ordering Washes as needed based on a pricelist of Aircraft types. Government Purchase Card (GPC) payments.
b. Indefinite Delivery Indefinite Quantity – Task Orders w/ X quantity is established. Likely an annual order will be placed for 146 Aircraft. The contractor will invoice per aircraft washed based on aircraft type and will only be paid for each wash (may or may not reach 146). Estimated quantities in Appendix III are subject to change and contract modifications may be needed. Example of CLIN structure below:
CLIN Service QTY Unit of Issue 0001 Wash CV-22 48 EA 0002 Wash C-130 34 EA Etc..
c. 5-year Option Contract - 1 Base Year + 4 Option Years. Annual Option years are exercised based on a 12 Month ongoing service. Invoiced monthly or every two weeks. Example of CLIN structure below:
CLIN Service QTY Unit of Issue 0001 (2025) Wash CV-22 12 Months 0002 (2025) Wash C-130 12 Months 1001 (2026) Wash CV-22 12 Months 1002 (2026) Wash C-130 12 Months Etc..
2. Based on these examples, what concerns would you have for manning/staffing through the inconsistencies? Consider the level of effort per aircraft and the range of effort required in labor hours (between 90-120 labor hours, depending on the aircraft).
3. What approach would you take to significantly reduce the risk of insufficient manning?
4. Concerning the security clearances, would you expect the subject requirement to require all employees to have secret clearance?
5. Could you provide a Rough Order of Magnitude (ROM) suggesting how much this effort could potentially cost per year? Note: USG is NOT looking for a cost breakdown, simply a rough number, for example: “This effort could potentially cost between $25K to $150K per year”.
6. This requirement covers a diverse group of aircraft, each with different needs. From a performance perspective, is it reasonable to wash all aircraft under one contract?
7. Do you foresee any issues arising in performance based on the nature of the requirement/PWS?
8. Does your company have the capability and interest in bidding on this opportunity, and should an official solicitation be issued? Why or why not?
Parties interested in assisting with this market research are requested to submit the following information in the format outlined below. The response should be detailed (but no more than 3 pages). Title pages and cover letter will not count against the page limit. Respondents are highly encouraged to submit a tailored response rather than a generic capability statement to ensure the requested information is provided.
3.1. Company Information
Company Name and address Unique Entity ID CAGE Code POCs, to include name, title, phone number, and email address
4. Other Important Information
Please list existing contract vehicles available for use in procuring this effort to include Federal Supply Schedules, GSA Governmentwide Acquisition Contracts, DoD Indefinite Delivery Indefinite Quantity contracts (known as “IDIQs”), or any other Government Agency contract vehicles. (This information on available contract vehicles is for market research only and does not preclude your company from responding to this notice.)
Please list any existing contracts you have which could be used to procure this effort.
Provide any other suggestions or considerations to improve this procurement.
5. Conclusion
48 CONS would like to thank you for taking the time to review this important RFI, and we look forward to reviewing your response.
