About this file

This Request for Information (RFI) is issued by the Massachusetts Department of Transportation (MassDOT) Aeronautics Group to solicit vendor input on cloud-based Software-as-a-Service (SaaS) solutions for airport identification badge program administration. MassDOT seeks information regarding current marketplace practices, emerging technologies, and system capabilities for managing the complete airport badging lifecycle across multiple regional airports, including applicant processing, identity verification, security threat assessment coordination, badge issuance, access control, renewals, and badge lifecycle management. The RFI was released on September 11, 2026, with responses due by September 30, 2026, at 4:00 PM EST. This is an informational solicitation only and does not constitute a commitment to procure services or award a contract. MassDOT indicates it is seeking to implement a commercially available cloud-based SaaS solution by Q2 of Fiscal Year 2027 and may issue a subsequent Request for Responses (RFR), Request for Proposals (RFP), or Request for Quotes (RFQ) based on information gathered. Informational presentation sessions and demonstrations may be conducted with selected respondents during the review process.

The RFI specifically requests that vendors provide information on pricing approaches, including licensing models, subscription options, and scalable multi-level service plans, though actual cost and fee information should not be provided. MassDOT seeks solutions that comply with applicable FAA regulations (14 CFR Part 139), support Transportation Security Administration (TSA) requirements, and integrate with existing physical access control systems without requiring replacement of current card readers. Key capabilities requested include role-based access controls, automated workflows, multi-airport administration, real-time reporting and dashboards, audit trail maintenance, compliance with accessibility standards (ADA and WCAG 2.1 Level A and AA), and data security measures including encryption and multi-factor authentication. Respondents are encouraged to provide alternative specifications and solutions beyond MassDOT's stated requirements. Responses should be limited to twenty pages and submitted electronically via COMMBUYS. All responses will become public records under Massachusetts law.
