Request for Information Number: FA8656-21-D-XXXX

Notice Type: Sources Sought Synopsis:

TITLE: Request for Information (RFI) for the Agile Acquisition Strategic Sourcing Multiple Award Indefinite Delivery/Indefinite Quantity (IDIQ) contract

Date: 10 December 2020

1 This RFI is issued in accordance with the Federal Acquisition Regulation (FAR) clause

52.215-3 (Request for Information or Solicitation for Planning Purposes - Oct 1997) and is published to obtain information for use by the Air Force Lifecycle Management Center

(AFLCMC).

2 This RFI is NOT a Request for Proposal, Invitation for Bid, or an announcement of a solicitation; it is only intended for information or planning purposes. There is no bid package or solicitation document associated with this announcement. Response to this RFI is strictly voluntary and will not affect any potential offeror's ability to submit an offer if a solicitation is released. Any requests for a solicitation package will be disregarded. The government does not intend to award a contract on the basis of this RFI or otherwise pay for the information solicited. No entitlement to payment of direct or indirect costs or charges by the government will arise as a result of preparing submissions in response to this RFI and the government's use of such information. Submittals will not be returned to the sender.

Respondents to this RFI may be asked to provide additional information/details based on their initial submittals. The information requested will be used within the Air Force and may be disclosed outside of the agency. All information marked PROPRIETARY will be safeguarded in accordance with applicable Government regulations.

3 On behalf of AFLCMC/EB Divisions, SOCOM Det-1, Air Force Research Lab (AFRL), and the Air Force Nuclear Warfare Center (AFNWC), the Armament Directorate (AFLCMC/EB) is seeking information from sources that may possess the ability to rapidly develop technologies of novel weapons capabilities, apply unique solutions, innovative ideas, characterization of new technologies, system concepts providing evolutionary, revolutionary, and disruptive capabilities to weapons systems requirements, studies and demonstrations for the United States Air Force. Note: References to “weapons” should be ready broadly to apply to projects pertinent to the Air Force PEO for Weapons and Team Eglin, which may expand beyond traditional armament to areas such as test and training systems.

Information is sought to broaden the knowledge base of potential rapid response capabilities available as they apply to all areas and phases of weapons development to include weapons concepts, concept development, and concept demonstrations and weapons system procurement to quickly meet current and future weapons system requirements.

4 The scope of this contract will not include any aspects of Assistance and Advisory Support

(A&AS)

5 Estimated magnitude of the potential requirement is $95B over a 10 year period, with a primary NAICS 332993, FSC AC53 with additional NAICS/FSC to be determined.

6 Security Information: Ranges from Confidential to Top Secret.

7 General areas of interest are:

7.1 This IDIQ is related to the programs managed by Team Eglin: the Armament Directorate

(AFLCMC/EB), SOCOM Det-1, Air Force Research Lab Munitions Directorate (AFRL/RW), Air Force Nuclear Warfare Center (AFNWC), and the 96th Test Wing (AFMC-96TW). On behalf of Team Eglin, the Agile Weapons Office (AFLCMC/EBX) is seeking the ability to: rapidly develop technologies of novel weapons capabilities, apply unique solutions, cultivate innovative ideas, and support system concepts that provide evolutionary, revolutionary, and disruptive capabilities to weapons systems for the United States Air Force.

7.2 Please see Attachment 1 for additional information on areas of interest.

8 Labor Categories:

8.1 See Attachment 2 for a list of potential Labor Categories. This list is not all inclusive.

9 Ordering Procedure:

9.1 Travel may be required. This will be identified on an as needed base at the Delivery Order

(DO) level. The contractor will be reimbursed for travel in accordance with FAR 31.205- 46.

9.2 Place of performance will be specified at the Delivery Order level.

9.3 Specific deliverables will be outlined in each Delivery Order issued. The contractor shall conduct research and development studies and integration efforts to include, but not limited to, see paragraph 6 and Attachment 1. A typical deliverable may include, but not be limited to, progress reports, technical report and papers, bioinformatics and statistical results, etc. Deliverables will typically fall within the listing at Attachment 1 specifically detailed in individual DO.

9.4 The contractor(s) shall perform work as specified by the DO. Each DO will include at a minimum a Performance Work Statement PWS, Statement of Work (SOW), or Statement of Objectives (SOO) for the work to be performed and any travel, miscellaneous costs and deliverables as appropriate.

10 Responses shall be limited to 15 standard letter (8.5X11) pages or power point presentation and must include:

10.1 Relevant Experience/Capability statement. Sources will explain capabilities their organization has to offer in rapid development and fielding of products/studies/demonstration as it applies to or could be applied to weapons systems.

The critical information sought is the applicability or potential applicability of the sources’ capabilities to rapid development, not the historical accomplishments of the source. If applicable, include description of specialized areas of expertise such as concept development, production, design, engineering, modeling and simulation, manufacturing or testing and evaluation. Additionally, sources should consider all phases of product development and describe their capabilities as they apply to any or all phases of rapid development.

10.2 All interested sources are encouraged to submit a response to this announcement. Lack of experience in the weapons development arena is not a detractor, if the interested source has capabilities and can articulate their relevance to rapid development and deployment of products.
