Please confirm that responders may provide their submissions via a secure file exchange platform vs standard email due to the sensitive nature of the content.

Addresses for responses are identified at point 13 of the RFI. Digital responses are preferred.

Secure file exchanges for responses (again, unclassified) are acceptable as long as notification is provided to the POCs listed at point 13 via email.

Is there a reason for why a 7‐day turnaround? Is this to replace the current Agile IDIQ whose period of performance is running out/over?

Yes, it to replace the current AA IDIQ. As far as the 7 day response, this is just an initial pulse to the industry for feedback. There will be more information posted as well as pending Q&A.

Does the USG foresee the use of NAICS 541511 or

NAICS 541512 to satisfy the software programming portion of the requirement?

The Government has not finalized a list of NAICS. Feedback regarding NAICS codes is appreciated, and requested at point 11.1 of the RFI.

Does the USG foresee the extensive use of Agile digital transformation in supplying the underlying system engineering capabilities?

Yes, the Government anticipates the infusion of digital engineering and management, combined with Agile Software and Open Architecture, to be at the heart of future efforts.

The ultimate decisions will lie with the individual acquisition teams on individual orders ‐‐ but the USAF's intent at this time is to maximize and accelerate adoption of digital/agile acquisition tools.

General Does the USG foresee the need for formal Agile coaching and training in software development?

Enabling tools and service providers may fall within the scope of activity under this IDIQ, pending additional market research and customer surveys.

What will be the proposed security clearances for the

PM and other key personnel? Will the support facility need a Secret clearance or better? Does the USG anticipate the contractor to have security clearance at the time RFP responses are due?

The work performed by Team Eglin spans many domains. Opportunities envisioned under this IDIQ range from unclassified to top secret and also include special access programs.

Clearance thresholds for participation in the IDIQ are under consideration. Input regarding this is welcome in your RFI response per point 11.3 in the RFI.

Does the 15‐page limit includes cover page, cover letters, TOC, attachments?

Yes, the 15 page limit is all inclusive. Any material beyond the limit will not be reviewed.
