About this file

This is a Request for Information (RFI) document issued by the City of Austin, specifically the Austin Police Department (APD), regarding an eCitation and eCrash software solution pilot program. The RFI seeks information from potential vendors on technology solutions that would enable APD to modernize its citation and crash report processes while advancing the department's mission to enhance public safety and strengthen community-police relationships. The document outlines APD's need to evaluate available market solutions, vendor capabilities, implementation approaches, and technical requirements before proceeding to a full procurement process. The RFI serves as an exploratory phase to gather vendor proposals and technical specifications without obligating the City to award a contract or purchase any services at this stage.

The RFI process allows interested vendors to submit information regarding their eCitation and eCrash software platforms, including system capabilities, integration features, implementation timelines, support services, and pricing models. Responses to this RFI will inform the City's decision-making regarding the pilot program scope, budget requirements, and subsequent procurement strategy. The pilot initiative is designed to test the selected technology solution with APD's Police Tech Unit before potential city-wide deployment. No award or funding commitment is guaranteed through this RFI process, and the City reserves the right to modify requirements, extend timelines, or cancel the project based on the information received and internal assessments of feasibility and budgetary availability.

BACKGROUND

The Austin Police Department (APD) and the City of Austin seek to pilot new technology associated with eCitations and eCrash to help with APD’s mission to create a safer Austin while serving the community in a way that bonds our police officers and citizens.

The Electronic Citation system would have the following benefits:

1. Continued Officer Safety

2. Continued Citation Accuracy – Eliminates the typical errors associated with handwritten citations.

3. Continued Efficiency - Data from the citation form can be electronically transferred to Other

Agency systems (users of citation information), through the necessary back-end system(s) without manual intervention.

4. Continued Safety - Enables officers to clear traffic stops much faster, which significantly increases officer safety and minimizes trips from violator’s vehicle to patrol unit.

Preferred capabilities of eCitation and eCrash Solution:

1. Crash Collaboration – Multiple officers can work on crash entry simultaneously.

2. INVOICING

Ability to bill based on the number of users, departments, and any other services.
