About this file
This is a Request for Information (RFI) issued by the Peace Corps' Office of Communications to conduct market research for advertising and marketing services. The RFI seeks information from potential contractors to help recruit Generation Z volunteers (born 1997-2012) and increase brand awareness, with a focus on generating leads and driving Volunteer applications. The agency is targeting marketing and advertising services under GSA Professional Services Schedule categories 541613 and 541810, and is specifically interested in strategies to engage young potential volunteers through digital channels and innovative outreach methods.
Responses are due by June 10, 2025, at 2 PM DC local time, to be submitted via email to three Peace Corps contacts: Jubner Severe, Charles Cryoskie, and Mary Linnell-Simmons. Vendors are required to provide a comprehensive response addressing 13 detailed questions about their capabilities, approach, and insights into marketing to Generation Z. The RFI explicitly states this is not a solicitation and does not guarantee a contract, with responses limited to 20 pages. The procurement may be set aside for small businesses or conducted through full and open competition, with any pricing information requested to be a rough order of magnitude for planning purposes only.

DRAFT PERFORMANCE WORK STATEMENT (PWS) ATTACHED
PURPOSE OF RFI:
The purpose of this RFI is to obtain information for potential contractors to provide a commercial service for marketing and advertising services.
The Peace Corps is performing market research. The office performing this market research is the Office of Communications, which is located within the Office of External Affairs (EA). The Office of Communications has two primary objectives: To expand the public's awareness and understanding of the Peace Corps and the work of Volunteers overseas; and to support the efforts of the Office of Volunteer Recruitment and Selection and the regional recruiting offices in their efforts to build our pipeline of candidates and recruit new Peace Corps Volunteers. The Office of Communications offers advice and assistance to overseas posts on their communications needs, as well as works with them to acquire information and assets about country and Volunteer projects to improve the content for our external communications programs.
The Peace Corps reaches out to the media and marketing industries from time to time to understand changes in the marketplace, research and advertising trends that help us continue to evolve our brand, communications and relevancy to our target audiences. We are looking to increase brand awareness, generate leads and drive Volunteer applications from the best qualified Americans reflecting the diversity of our nation. The Peace Corps is in a position where we need to recruit a new generation (Generation Z, born 1997-2012) as they enter our core audience age range (college students/recent graduates) for Volunteer service.
