About this file
This is a Request for Information (RFI) from the Defense Information Systems Agency (DISA) seeking market research on commercial IT software solutions for PDF and Forms Management. DISA requires a multi-agency enterprise solution capable of supporting approximately two million users, with specific technical capabilities including comprehensive PDF software functionality (document creation, editing, e-signatures, redaction) and forms management solutions that support dynamic, interactive forms across print, web, and mobile platforms. The solution must ensure Section 508 compliance, mobile accessibility, mission-critical analytics, and meet stringent security requirements including DoW network integration, Federal Risk and Authorization Management Program impact level assessments, and compatibility with DoW's Assured Compliance Assessment Solution (ACAS) vulnerability scanner.
Interested vendors must submit a 12-page white paper response via email to Luis Palacios by 12PM EST February 2nd, 2026. Responses should include business details, contract vehicles, and specifically describe how proposed solutions align with the RFI requirements. The document emphasizes that this is a market research effort and not a commitment to issue a solicitation or award a contract. DISA may conduct one-on-one discussions with potential offerors to clarify capabilities, development risks, and certification potential. Questions must be submitted in writing by January 26th, 2026, and will be posted on SAM.gov.

REQUEST FOR INFORMATION
Tracking #842673739
The Defense Information Systems Agency (DISA) is seeking information from industry to assist with the development and planning of a potential new requirement.
THIS IS A REQUEST FOR INFORMATION (RFI) NOTICE ONLY. THIS IS NOT A
REQUEST FOR PROPOSALS (RFP). NO SOLICITATION IS AVAILABLE AT THIS TIME.
1. Overview/Purpose/ Description of Procurement
The Program Management Office (PMO) for the DISA Joint Enterprise Licensing Agreement
(JELA) is conducting market research to identify available capabilities for commercial IT software solutions. This RFI aims to gather information on available licensing for software in the functional areas of Portable Document Format (PDF) and Forms Management.
2. Scope of Effort
DISA is seeking information for a solution that must be architected for a multi-agency enterprise environment with the demonstrated scalability to support approximately two million users. It must be a support model capable of delivering services across multiple DoW agencies with technical capability focusing on two areas:
1. PDF Software solutions that provide comprehensive capabilities for the creation, management, and manipulation of PDF documents.
2. Forms Management solutions that provide robust capabilities across the entire form lifecycle. This includes the design and creation of complex, multi-page documents, seamless web integration, and deployment to various platforms. Solutions must feature dynamic, adaptive forms that move beyond static PDFs, offering interactive experiences through scripting.
Furthermore, all solutions must ensure Section 508 compliance, provide mobile accessibility, and deliver mission-critical analytics.
3. Technical Characteristics
PDF Software
PDF document reader with minimum capabilities to access, view, create, convert to/from, export, edit, review, annotate, and redact PDF files and PDF content. PDF conversion and export capabilities must be performed within the reader software and must support a variety of document types, including ability to export PDFs into Rich Text Format files for opening in word processors. PDF content editing capabilities shall at a minimum allow for modification of text and document objects, images, and organization of pages. Review capabilities must include functionality to review, add, modify, and remove annotations and comments to PDF files. Forms functionality must include ability to create, edit, and manage PDF forms from scratch or from other software type files.
E-Signature capabilities shall include ability to request and provide secure electronic signatures on PDF documents of multiple users on a document. E-Signatures must comply with U.S. e-
Signature law, as well as Department of War (DoW) requirements that all digital signatures use the ID signature certificate embedded on government ID cards. PDF e-signature capabilities should allow embedding with DoW Common Access Cards (CAC) to validate signature certificates against DoW Certificate Revocation List (CRL) servers.
Redaction capabilities on PDFs must allow for full and secure censorship and obscuration of
PDF content, including official records. Redaction capabilities must be able to embed Freedom of Information Act (FOIA) “exception codes” to documents when an official record has been redacted. PDF software security capabilities shall include user permissions, authorizations, password protections, and high standards of data security that can pass DoW’s Assured
Compliance Assessment Solution (ACAS) vulnerability scanner for use on networks. PDF software must comply with National Archives & Records Administration (NARA) archival standards for official government documents and forms. Finally, the PDF software solution should offer all above capabilities on mobile device/interface.
Forms Management
The forms solution must support the complete form lifecycle. It must enable creation of dynamic forms (PDF, HTML5, adaptive) through a design studio with templates, content editing, and question libraries. The platform must feature automated publishing, auto-save with session persistence, and pre-population data. It must also provide low-code web integration for front-end use, back-end customization APIs, and a robust analytics engine that offers device detection, data management, and automated insights into response data.
The form’s solution must support deployment to non-government personnel on public networks, independent of DoW network access. Furthermore, it must provide robust security controls, including user permissions, authorizations, and password protection. The software must meet the highest data security standards and be architected to pass vulnerability scans from the DoW's
ACAS scanner.
4. Requested Information
Describe how each product within your solution will integrate DoW-specific security requirements and networks.
• Provide previous score received by approved United States (U.S.) Government Federal
Risk and Authorization Management Program Impact Level assessment.
• Describe other security tests the product has passed previously.
List training, if any, that will be required to prepare users to utilize each product.
• Include training you offer to support users.
• Describe method of application operating without active network access.
• Describe installation of offline and online versions to the product.
Provide a statement confirming your ability to meet the requirement that products must be compliant with Section 508 of the Rehabilitation Act of 1973 and provide support to apply
Section 508 meta-tagging to products that are created.
Provide responses to the following two areas of technical capability:
1. PDF Software Capabilities
Please describe in detail the capabilities that your product can deliver for each technical characteristic described in section 3 for PDF Software.
o NARA Compliance and File Interoperability
• Is the proposed solution fully compliant with the National Archives and Records
Administration (NARA) standards for archival formats?
• What import/export file formats do the proposed product solutions support?
• What import and export file formats does the solution support, and are they fully interoperable with other PDF readers and Microsoft Office applications?
o Digital Signature Integration
• Does the solution allow for the embedding of Public Key Infrastructure (PKI) signature certificates from DoW Common Access Cards (CACs)?
• Can the product validate signature certificates against DoW Certificate
Revocation List (CRL) servers and display the validation status to the viewer?
o Content Redaction
• Does the solution provide a content redaction capability that has been assessed and approved by a federal government security review?
• Does the redaction tool allow for the embedding of Freedom of Information Act
(FOIA) exception codes to document the reason for a redaction?
2. Forms Management Capabilities
DoW frequently provides fillable forms to non-government personnel. Please confirm that your product allows these external users to fill, sign, save, and submit completed forms without needing access to our internal networks.
Please describe your product's point-and-click form building capabilities for print, web, and mobile platforms. Your response should detail features such as:
• Responsive and accessible visual design
• The use of reusable components
• Logic definition and data integration
• The creation of document templates for PDF, HTML5, and adaptive forms.
The solution should allow for the generation of dynamic documents that can be easily used by non-Government personnel.
