Subject: Jordan RFI/SSN: Prevent, Detect, Respond - Primary Health Care (PDR-PHC) Activity
The United States Agency for International Development in Jordan (USAID/Jordan) Mission is gathering information for a potential Global Health Security (GHS) activity. The Activity will include a package of interventions to strengthen biosecurity and safety, address antimicrobial resistance (AMR), and prevent and respond to emerging threats through building One Health capacities that incorporate linkages between human, animal, and environmental health.
Through focusing its interventions at the primary healthcare level, the activity will strengthen health provider practices, health system preparedness, multi-sectoral coordination, and surveillance capabilities to 1) prevent avoidable disease outbreaks, 2) detect threats early, 3) respond rapidly and effectively when outbreaks occur.
This RFI/SSN seeks responses to the below inquiries as well as information on the availability, interest, and diverse capacities of GHS-focused entities to carry out such tasks and their ability to collaborate with local entities.
This RFI/SSN is issued solely for information and planning purposes. It is NOT a Request for Proposal (RFP), nor Notice of Funding Opportunity (NOFO), and in no way obligates the U.S.
Government to issue an RFP/NOFO and/or award a contract/grant or pay for any information submitted as a result of this request. If a solicitation is issued, all necessary information will be supplied at the time it is posted at grants.gov or sam.gov.
Questions/requests for information will not be responded to until RFP/NOFO issuance.
Interested parties are advised to periodically monitor the above websites and RFI/SSN number for updates concerning a potential procurement.
USAID/Jordan encourages responses to this RFI/SSN from capable entities that possess ANY of the capabilities and expertise listed below. Respondents DO NOT need to have all the capabilities and experience listed in order to submit a response. USAID seeks information from organizations that possess experience working in the area of Global Health Security at the primary health care (PHC) level and capabilities that include, but are not limited to, the following:
1. Strengthening optimal use of antimicrobial medicines in human health and multi-sectoral coordination.
2. Improving early warning surveillance, event verification, investigation, and analysis, and information sharing across sectors.
3. Improving quality of lab systems and specimen referral, transport and testing.
4. Supporting One Health coordination/communications among and between Government of Jordan (GOJ) institutions.
5. Improving infection prevention and control (IPC) practices in the health facilities to prevent hospital-acquired infections.
Note that this RFI is focused on human health as animal health interventions are covered by a separate activity.
USAID/Jordan requests that interested respondents submit short written responses to the questions outlined in Attachment 1. Responses to all questions are not required but encouraged as applicable. Respondents are encouraged to review the questions and respond to only those that are relevant to their experience and capabilities.
Respondents can reply using the response template (Attachment 1).
Submission Instructions
Submissions must use the response template (Attachment 1). They must be in English, submitted in Microsoft Word or Adobe PDF format, and must not exceed three (3) pages in length in single-spaced, Calibri font size 12.
Responses will be held confidential unless otherwise specified, but respondents are advised to refrain from sending proprietary information. The USAID/Jordan Program reserves the right but is not obligated to incorporate any, some, or none of the comments received into any subsequent RFPs/NOFOs.
Responses to this RFI/SSN must be submitted by email no later than August 8, 2024, 12:00 pm Amman Time, to pfhrfi@usaid.gov with the email subject line and file name:
