About this file
This document is a Request for Information (RFI) issued by the Massachusetts State Lottery Commission (MSLC) to gather information from vendors regarding their capabilities to provide a full-service online lottery platform and/or online game options. The MSLC is seeking responses from two categories of vendors: full-service online lottery platform providers and online lottery game developers/providers. The RFI outlines the requirements for respondents, including that they must be currently operating or contracted to operate an online lottery in a North American Association of State & Provincial Lotteries (NASPL) or World Lottery Association (WLA) territory. The RFI also provides details on the procurement calendar, with a response due date of August 28, 2024, and the possibility of vendor presentations in September 2024.
The RFI requests detailed information on the vendors' systems, products, and services, including player account management, responsible gambling controls, compliance with industry standards, wagering capabilities, claims and payments, marketing and promotion, game offerings, security, back-office systems, reporting and analytics, and customer support. Pricing models and general best practices are also requested. The MSLC reserves the right to use the information gathered through this RFI to develop a future Request for Response (RFR) or Request for Quotes (RFQ), but there is no guarantee that such a solicitation will be issued.
