About this file

This document is Addendum #1 for Request for Information (RFI) 25-021-RM issued by the Kissimmee Utility Authority (KUA), focused on a GIS Utility Network Migration project. The addendum provides clarifications and responses to four specific vendor questions regarding the upcoming RFP for migrating KUA's GIS from the existing Geometric Network to the Utility Network. KUA plans to release a future RFP for both Utility Network Migration and Design Software, with an evaluation process that includes an internal committee assessment, executive team review, and final board determination. The project aims to not just replace the existing system, but also explore opportunities for workflow and process improvements.

The addendum indicates that KUA is seeking comprehensive vendor support for the migration, specifically looking for recommendations on enhancing operational efficiency and leveraging new technology. The project management support will be provided by the selected vendor throughout the migration process. While a "like-for-like" replacement of the Geometric Network is considered a baseline, KUA is open to broader technological and procedural improvements. The RFI is a preliminary step to gather vendor insights that will help shape the future RFP, with the ultimate goal of optimizing KUA's GIS infrastructure and aligning it with the utility's long-term strategic objectives.

ADDENDUM #1

Bidders are hereby notified that this addendum shall be made a part of the above-named Request for Information. The items listed below are issued to add, modify, and/or clarify the solicitation document. The items shall have the same force and effect as the original bidding. Bids, to be submitted, shall confirm with the addition and revision listed herein. Return this sheet with your bid response.

I. QUESTIONS

Q1. Is KUA planning on, or leaning towards, upgrading to ArcFM XI series during this effort?

A1. KUA will release an RFP for both Utility Network Migration and Design Software in the future. The RFP Evaluation Criteria for the Design Software will include product functionality, integration requirements, and overall alignment with KUA’s long-term GIS strategy. A KUA Evaluation Committee will evaluate proposals received per the RFP criteria. The scoring evaluation will be provided to the KUA Executive Team who will then make a selection recommendation to KUA’s Board. KUA’s Board will make the final determination on how to proceed.

Q2. Implementation of the Utility Network (UN) can offer the utility an opportunity to reimagine how GIS is leveraged to run the utility business. On one end of the spectrum, the utility could choose a "like-for-like" strategy for replacement of the geometric network (GN), while on the other end of the spectrum, the utility could choose to review their current business processes, identify future opportunities for transformation, and use that information to inform the implementation and phasing of the Utility Network project. In the RFI, what does KUA mean when it says "full functionality" in the question, "Are there any additional software, middleware, or dependencies required for full functionality?" Do you mean "full functionality" in the sense of a "like-for-like" replacement, or do you mean "full functionality" in a broader sense, and if so, can you expand upon your

P a g e 2 | 2 vision?

A2. By "full functionality," KUA is seeking to understand all necessary components to ensure a fully operational and optimized Utility Network implementation. While a "like-for-like" replacement of the Geometric Network is a baseline, we are also open to broader improvements. Our hope is that the selected vendor, drawing from experience with other utilities, will provide meaningful recommendations on how to enhance workflows and leverage the new technology for process improvements.

Q3. Are the two systems being mentioned referring to the legacy Geometric Network and the new Utility Network?

A3. The purpose of this RFI is to gather information that will help shape an RFP for migrating KUA’s GIS from the Geometric Network to the Utility Network.

Q4. Is the level of project management support referring to KUA's or the vendor's level of support?

A4. The level of project management support referenced in the RFI pertains to the vendor's level of support throughout the migration process.
