About this file
This is a Request for Information (RFI) issued by the Chatham County Purchasing & Contracting Department, involving the Chatham County 911 Recommendation Review Committee, Project Management Office, and Pooler Fire Department. The RFI seeks information about a Fire Station Alerting (FSA) system for integration with the Enterprise Computer-Aided Dispatch (CAD) platform, with responses due by 5:00 P.M. on August 29, 2025. The project aims to enhance emergency response capabilities for multiple fire departments across Chatham County, including Bloomingdale, Chatham County, Garden City, Isle of Hope, Pooler, Port Wentworth, Savannah, and Thunderbolt Fire Departments. The ideal FSA system should reduce turnout and response times, deliver multi-sensory alerts, support NFPA compliance, improve communication clarity, and integrate natively with existing infrastructure.
The RFI requests detailed vendor information across nine key areas: system integration, audio/visual alerting, automated voice features, network redundancy, mobile and remote access, system configuration, reporting capabilities, testing and warranty provisions, and pricing models. Vendors are encouraged to submit comprehensive responses through the Chatham County procurement portal, Bonfire, with no page limitations. The system is expected to support a phased implementation across multiple fire departments with mixed hardware environments and multi-agency coordination. The RFI emphasizes that this is an information-gathering exercise and does not obligate Chatham County to any procurement or contractual action, with responses not requiring participation in any future Request for Proposal (RFP).

GENERAL INFORMATION FOR REQUEST FOR INFORMATION
SECTION I - INTRODUCTION:
The Chatham County 911 Recommendation Review Committee, in conjunction with the Project
Management Office (PMO), in sponsorship with the Pooler Fire Department (PLFD), is interested in more information regarding Fire Station Alerting (FSA) for integration into the Enterprise
Computer-Aided Dispatch (CAD). This RFI will help shape a formal Request for Proposal (RFP) by identifying technical capabilities, integration approaches, compliance standards, and deployment models for a next-generation FSA system designed to enhance emergency response to reduce fatigue, stress, and improve firefighter safety if requested as an add-on to the Public
Safety Improvement Program (PSIP).
SECTION II - GOALS OF THE FSA SYSTEM:
The ideal FSA system will:
• Reduce turnout and response times
• Deliver multi-sensory alerts (audio, visual, digital) in real-time
• Support National Fire Protection Association (NFPA) 1225 & 1710 compliance
• Improve communication clarity and reduce responder stress
• Operate with high redundancy and fault-tolerance
• Integrate natively with existing CAD, radio, and station infrastructure
SECTION III - REQUESTED VENDOR INFORMATION:
Vendors are encouraged to submit detailed information in the following areas:
1. System Integration & CAD Interface
• Native integration with Chatham County’s CAD platform via secure Transmission
Control Protocol/Internet Protocol (TCP/IP)
• Real-time two-way confirmation of alert success/failure
• Manual override/alerting options for dispatchers
• Capability for zoned/station-specific dispatching
• Fail-safe radio dispatching backup
2. Audio/Visual Alerting Capabilities
• “Heart-saver” audio tones and ramp-up lighting
• Zoned lighting for bunkroom, bay, and common areas
• Light Emitting Diode (LED) visual indicators (color-coded by unit type)
• Turnout timers, message boards, large-format displays
• Ability to mute background systems during alerts
3. Automated Voice Features
• Long-word, natural-sounding automated voice dispatching
• Simultaneous live dispatcher override option
• Dispatch messages must include address, incident type, units, and cross streets
• “Do-It-Yourself” (DIY) admin interface to manage pronunciation and vocab library
• Voice processing should occur locally to reduce latency
4. Network, Redundancy & Remote Monitoring
• Support for redundant circuits and radio/IP failover
• Remote health checks, system status dashboards, and notifications via email/short messaging system (SMS)/application (app)
• Event logging and diagnostics accessible via administrative tools
• Self-healing capability or, at a minimum, administrative alerts for failures (allows the system to repair issues itself, without manual intervention) (i.e., a failure of the primary server activates the failover server or rerouting dispatch traffic if a network path breaks)
5. Mobile, Cloud & Remote Access
• Mobile application support {iPhone Operating System (iOS)/Android}
• Secure browser-based system administration
• Remote alerting for off-duty personnel
• Support for Voice over Internet Protocol/Session Initiation Protocol (VoIP/SIP) integration and SMS/email paging
• Map-based incident display on smart devices
6. System Configuration & Expansion
• Modular, scalable deployment for multi-jurisdictional use
• Browser-based or centralized configuration access
• Supports up to 100+ stations and remote facilities
• Interoperability with existing radio and public address (PA) systems
7. Reporting, Logging & BI Capabilities
• Dispatch performance metrics, incident response analysis
• NFPA 1225 & 1710 compliance tracking
• Exportable logs for integration with BI dashboards
• Custom report builder or application programming interface (API) access for external analytics tools
8. Testing, Training & Warranty
• On-site and remote admin/dispatcher training
• Training recordings or learning management interface (LMS) access
• Minimum one-year warranty for all system components
• Defined support tiers (8x5 and 24x7) and service level agreements (SLA)
• Compliant with electrical and building codes for station installs
9. Pricing model/information
• Based on the above goals and information requested, please provide information regarding your pricing to aid Chatham County in formulating a proper budget needed to purchase an FSA System.
SECTION IV - DEPLOYMENT ENVIRONMENT:
The system will support PSIP Fire departments across Chatham County, including, but not limited to, or all-inclusive of:
