About this file
The document is a Request for Information (RFI) 25-01 issued by the California Department of Conservation (DOC), specifically the California Strong Motion Instrumentation Program (CSMIP), seeking industry input for development, support, and maintenance services for a real-time seismic monitoring system. The RFI aims to identify potential vendors capable of supporting a system that will collect and process real-time data for 1,500 seismic stations, with the current system operating 550 stations and plans to upgrade to 850 real-time stations. Key action dates include the RFI release on September 17, 2025, with questions due by September 24, 2025, and responses to be submitted by October 1, 2025.
The RFI focuses on finding expertise for maintaining and developing the Earthworm/AQMS (ANSS Quake Monitoring System) software package, which has been exclusively maintained by Instrumental Software Technologies, Inc. (ISTI) for several years. The DOC lacks internal staff with the necessary expertise to develop and maintain the system for collecting, processing, and disseminating real-time seismic data. Respondents are requested to provide detailed information about their experience with Earthworm and AQMS software, Linux server management, MS Azure programming, and real-time seismic data networks. The RFI specifically seeks narrative responses, descriptions of previous work, and examples of network diagrams and seismic station work on MS Azure.

I. PURPOSE
Preparatory to the issuance of a solicitation for services, the Department of Conservation (DOC), is surveying the industry for companies who may be able to provide development, support, and maintenance services for a system supporting the collection and processing of real time data for 1,500 seismic stations.
II. BACKGROUND
In order to meet contractual tasks (such as QuakeMap, structural health monitoring, etc.), the Department of Conservation’s, California Strong Motion Instrumentation Program (CSMIP) operates a real time seismic system.
Currently over 550 CSMIP stations contribute to the real time system. CSMIP plans to upgrade up to 850 stations to real time for contributing to earthquake emergency management and response applications.
Also, currently 135 CSMIP stations contribute to the ShakeAlert Earthquake Early Warning system so a real time seismic system is needed to monitor the data and state of health of those stations. The USGS Advanced National Seismic System (ANSS) has developed a standard software package for real time seismic data monitoring and processing. This package, which is used by many of the partnering seismic networks of ANSS, is Earthworm / AQMS (ANSS Quake Monitoring System). The maintenance and new development of this software package has been exclusively done by Instrumental Software Technologies, Inc. (ISTI) for the last several years. CSMIP does not have the staff or expertise to develop and maintain a system for collection, post processing and disseminating real time seismic data by Earthworm and AQMS, so outside expertise is required.

VI. RFI RESPONSE AND CONTENT FORMAT
Responses to the RFI must provide responses to the following three (3) sections:
Section 1 – Provide a narrative response to the following requirements:
Any experience setting up and maintaining a system with Earthworm and AQMS or similar software; relational database creation, population of real time data and querying; setting up multiple Linux servers for fallback protection and for development/deployment; programming on MS Azure experience to maintain and develop for QuakeMap to injest and display real time data.
Section 2 – Provide a response for the following:
1. Describe any experience maintaining and developing modules in the
Earthworm/AQMS software package?
2. Describe experience with working with multiple, synced Linux servers?
3. Describe any experience programming, updating and maintaining custom software in the MS Azure environment?
4. Describe experience with collection, processing and disseminating real time seismic data for a seismic network?
Section 3 – Examples of Previous Work
1. Provide examples of diagrams of previous Earthworm/AQ networks developed and/or maintained.
2. Provide example(s) of seismic stations on MS Azure your company has worked on.
