About this file

This is a Request for Information (RFI) issued by the U.S. Air Force for services related to repair, spare parts, and engineering support for a corporate contract renewal covering avionics, electronic warfare, radar systems, and associated test equipment supporting multiple aircraft platforms. The RFI seeks market research responses from potential contractors to identify capabilities for a planned single-award, ten-year Indefinite Delivery/Indefinite Quantity (IDIQ) contract beginning September 10, 2028, and expiring September 9, 2038. The Government currently operates four sole-source subsumable contracts expiring September 9, 2028, covering both U.S. Air Force and Foreign Military Sales (FMS) requirements, with Northrop Grumman Corporation serving as the current prime contractor and Original Equipment Manufacturer (OEM) holding proprietary technical data rights.

Respondents must demonstrate relevant experience in depot-level repair and manufacturing of similar complexity systems, describe their approach to acquiring technical data rights for proprietary systems (since the Government does not possess this data), and confirm production and repair capabilities meeting or exceeding OEM specifications. The RFI requires detailed responses addressing general capabilities, repair operations, commerciality of pricing models, and engineering services capacity across subsystems including AN/APY-1/2, AN/ALQ-161, AN/ALQ-155, ALQ-184 POD, AN/GSM-397, AN/APN-241(V), LN-260, LN-100, and F-15 ESTS, Controller, Camera, and HUD SIM supporting B-1B, B-52, C-130, E-3, F-15, F-16, and T-38 aircraft. All responses must be received by March 9, 2026. The Government will not reimburse participation expenses, and responding to the RFI does not guarantee participation in future solicitations. Both large and small businesses, joint ventures, and teaming arrangements are encouraged, with all submissions reviewed under FAR Part 19 small business procedures.

For the follow-on effort, the attachment, labeled RFI_Master List of NSNs, includes the forecasted repair and spare items identified to date; however, the NSNs referenced in future correspondence may differ from this list. The Government does not own or have access to the data for these items. The Government has determined that these systems are non-commercial.

The follow-on effort is planned to support a ten-year Period of Performance (PoP) from 10 September 2028 through 9 September 2038.

The subsystems identified are only a portion of the scope for the follow-on effort and may be updated or revised in subsequent correspondence: AN/APY-1/2, AN/ALQ-161, AN/ALQ-155, ALQ-184 POD, AN/GSM-397, AN/APN-241(V), LN-260, LN-100, and F-15 ESTS, Controller, Camera, HUD SIM. The following is a partial list of systems associated with these items: B-1B, B-52, C-130, E-3, F-15, F-16, and T-38. Samples of these items are not available for potential sources to evaluate.

The Contractor shall furnish all material, support equipment, tools, test equipment, and services.

The Contractor is responsible for providing, maintaining, and calibrating all support equipment required at their facility or a subcontractor’s facility. Contractor furnished material or parts used for replacement shall equal or exceed the quality of the original material or parts.

Contractors/Institutions responding to this RFI are placed on notice that participation in this survey may not ensure participation in future solicitations or contract awards. The Government will not reimburse participants for any expenses associated with their participation in this survey.

FAR 52.215-3 -- Request for Information or Solicitation for Planning Purposes

Request for Information or Solicitation for Planning Purposes (Oct 1997)

(a) The Government does not intend to award a contract on the basis of this RFI or to otherwise pay for the information solicited except as an allowable cost under other contracts as provided in subsection 31.205-18, Bid and proposal costs, of the Federal Acquisition Regulation.

(b) Although “proposal” and “offeror” are used in this RFI, your response will be treated as information only. It shall not be used as a proposal.

(c) This RFI is issued for the purpose of market research in an attempt to overcome barriers to competition.

Services (Repair, Spares, & Engineering Services) for Corporate Contract Renewal

PURPOSE/DESCRIPTION

The Government is conducting market research to identify potential sources that possess the expertise, capabilities, and experience to meet qualification requirements for the production and/or repair of the items listed on the attachment, RFI_Master List of NSNs.

The Government’s strategy is a single-award, ten-year Indefinite Delivery/Indefinite Quantity (IDIQ) contract, with an anticipated ordering period beginning in Fiscal Year (FY) 2028. This requirement is for both repair services and the procurement of new spares. The Best Estimated Quantities (BEQs) for each service are identified on the attachment, RFI_Master List of NSNs.

Northrop Grumman Corporation (NGC) is the current prime contractor and Original Equipment Manufacturer (OEM) for these systems. NGC is the owner of the proprietary technical data, drawings, and software required to perform depot-level repair and manufacturing of the specified Line Replaceable Units (LRU), Shop Replaceable Units (SRU), and Test Replaceable Units

(TRU).

Parties expressing interest in this requirement must provide a response that demonstrates the following:

• Relevant Experience: Demonstrate corporate experience in the depot-level repair and/or manufacturing of avionics, electronic warfare, or radar systems of similar technology, complexity, and scale.

• Technical Data Approach: Describe your company’s proposed approach to acquire or gain legal access to the necessary proprietary technical data required for spares production, full depot-level repairs, technical support, and program management.

• Production and Repair Capability: The ability to provide fully functional and certified parts and/or repair services that return items to a serviceable condition, meeting or exceeding all OEM specifications.
