About this file

This is a Request for Information (RFI) issued by the Florida Department of Environmental Protection (FDEP) regarding the Chief Tomokie Restoration project in Tomoka State Park. The RFI seeks information from vendors with expertise in architectural preservation, historic masonry restoration, outdoor artworks restoration, and fiberglass fabrication. The project involves repairing and preserving a 45-foot statue designed by Frederick Dana Marsh in 1955, which has suffered from decades of vandalism and weathering. The RFI requests detailed information about potential restoration approaches, focusing on repairing primary elements (the Tomokie figure and waterfall) and safely removing secondary figures for storage. Key dates include the RFI being advertised on 9/22/2025, questions due by 10/6/2025, and responses due by 11/3/2025.

The RFI is explicitly not a competitive bid or proposal solicitation, but rather a method for the FDEP to gather market intelligence about potential restoration services. Vendors are asked to provide a comprehensive portfolio demonstrating experience with large-scale outdoor artworks, including detailed project descriptions and high-resolution photographs. While no specific budget is mentioned, the RFI requests cost information including support rates, licensing costs, and implementation fees. The department aims to use this information to potentially develop a future competitive procurement package for the statue's restoration. The statue, located at Tomoka State Park, is constructed of concrete, brick dust, and bamboo rods, and requires specialized restoration to preserve its historical and artistic significance.

SECTION 2.00 – TECHNICAL REQUIREMENTS

2.01. Overview. The Department seeks a skilled craftsperson to handle the overall repairs and crafting the replacement elements for the primary components of the statue, as well as the safe removal and transportation of the secondary components to a storage facility provided by FDEP. The craftsperson should also develop a long-term and feasible maintenance plan to ensure continued care.

2.02. Background. The Legend of Tomokie is a 45-foot statue designed and built by American artist Frederick Dana Marsh (b.1872 – d. 1961) in 1955 located in Tomoka State Park; 2099 N Beach St., Ormond Beach, Fl 32174. The statue memorializes a mythical battle between Chief Tomokie and his enemies over a sacred cup used to collect the “Water of Life.” Though the myth has no basis in Native American folklore or history, the statue marks the significant historical sites of the Nocoroco Village and the Oswald Plantation. The statue has experienced decades of vandalism, deferred maintenance, and adverse weather effects. It is now in poor condition.

The statue is made up of concrete, brick dust, and bamboo rods. The central Chief Tomokie figure is at the top of the supporting concrete block pyramid. In one outstretched hand, Tomokie holds the cup; out of the cup pours a waterfall. At ground level, there are four other figures, two on each side of the concrete pyramid. These components have been divided into two (2) groups:

1. Primary: Tomokie figure and silver waterfall elements.

2. Secondary: The additional figures and any other remaining elements.

The primary elements of the statue should be repaired and preserved. The waterfall elements nearest the cup have eroded down to the bamboo supports. The lower waterfall elements have cracked apart.

Repair and replacement components are necessary to stabilize these features and restore the original appearance; replacements should be crafted with fiberglass or other suitable replacement material approved by FDEP. Match color and appearance of the existing material. An actionable maintenance plan should be developed to ensure the preservation of the statue moving forward.

The secondary elements of the statue should be removed and transported to storage a storage facility for preservation and long-term storage. The FDEP will provide a facility

2.03 Response. The Department is interested in information that will result in a greater understanding of how the repairs will be completed, transportation, maintenance and storage of the secondary figures and the fabrication of the new components.

All responses to this RFI must contain, at a minimum, the following information:

• Comprehensive Portfolio of Work, including:

o Detailed descriptions of completed preservation or conservation projects;

o High-resolution photographs that document the scope, process, and final results of each project;

• Emphasis on:

o Large-scale artworks (e.g., murals, sculptures, installations);

o Outdoor projects exposed to weather or requiring special environmental considerations;
