1. Background Information and Objectives Clackamas County, on behalf of its Human Resources Department, is exploring Learning Management System (“LMS”) solutions to support training, compliance, and professional development within its government organization of approximately 2,500 employees across diverse departments and functional roles. The County seeks a modern, scalable, and user-friendly platform that can centralize learning activities, streamline administrative processes, and ensure employees have consistent access to required and elective training resources.
The LMS solution should support a wide range of learning and development needs, including but not limited to onboarding, mandatory compliance training (e.g., workplace safety, harassment prevention, and policy acknowledgment), leadership development, and , technical skills training.. The platform should also enable the creation, delivery, and tracking of both instructor-led training (“ILT”) and online/self-paced courses.
Key capabilities of interest include robust reporting and analytics tools to monitor course completion, certifications, and compliance status; accurate employee training record reporting; configurable learning paths aligned with job roles or career progression; automated notifications and reminders. Vendor support for implementation, data migration, system configuration, and ongoing technical assistance is an important consideration, as is the availability of user training and documentation.
