About this file
This is a Request for Information (RFI) issued by the Maine Judicial Branch Facilities Department seeking information regarding property availability in Newport suitable for housing a new District Court to serve Western Penobscot County residents. The RFI was initiated following the discovery of mold in the current Newport District Court building, which the building owner has put up for sale. The Department is exploring whether the current building represents the best opportunity or if alternative properties should be considered. Interested parties must submit written questions by December 1, 2025, at 4:00 p.m. local time, with responses due by December 19, 2025, at 4:00 p.m. local time via the Vendor Self Service (VSS) system. An informational meeting will be held to provide additional information and clarify questions. Responses must include the Response Cover Page (Appendix A) and address relevant criteria including property description, location, site survey, environmental assessments, geotechnical data, utilities information, existing structures, and owner contact information. No award will be made as a result of this RFI process, and issuance of this RFI does not commit the State to issue a Request for Proposal or any other solicitation.
The Department seeks property meeting specific criteria: minimum three contiguous buildable acres near Newport's urban core with 200 feet of road frontage, reasonable access from major travel routes, zoning for courthouse use, building footprint capacity of approximately 7,000 square feet, parking for 45 vehicles and a county prisoner transport vehicle, three-phase electrical service, and access to public water and sewer. Property owners whose parcels meet some but not all criteria are encouraged to submit proposals, though proximity to the urban core and adequate buildable acreage are considered non-negotiable. Respondents are explicitly instructed not to provide specific cost or pricing documentation. All responses submitted will be public records subject to the Maine Freedom Access Act, though respondents may mark information as confidential with legal justification. The Department will review responses for informational and market research purposes only and may schedule interviews or presentations for clarification or to enhance research efforts.

PART I INTRODUCTION

B. Current Conditions
The Owner of the Newport District Court building has put the building up for sale following the discovery of mold earlier in 2025. Some remediation has been done, yet the Department wishes to explore all options.

In the event that the Department receives a FOAA request that includes submissions marked as confidential, the Department shall evaluate the information and any legal authority from the Respondent to determine whether the information is an exception to FOAA’s definition of public record. If the Department determines to release information that a Respondent has marked confidential, it shall provide advance notice to the Respondent to allow for them to seek legal relief.
