About this file

This is a Request for Information (RFI) from the National Renewable Energy Laboratory (NREL) seeking maintenance providers for a Siemens Gamesa Renewable Energy (SGRE) 2.3-108 wind turbine located at their Flatirons Campus in Arvada, CO. The turbine, installed in 2009, will be used as a research platform rather than for power generation.

The RFI outlines four key maintenance tasks: initial turbine health assessment, annual scheduled maintenance per manufacturer specifications, remote troubleshooting support, and unscheduled maintenance as needed. The anticipated period of performance is 12 months with four one-year options, not to exceed 60 months total. Responses are due by January 7, 2025 at 5:00 PM MST, limited to 2-5 pages, and must be submitted to ASP.Resonses@NREL.gov. The NAICS code is 221115, and responses will determine if a small business set-aside is appropriate. Respondents must be registered in SAM.gov and provide capability statements demonstrating relevant experience, ROM estimates, and estimated lead times. The work will be performed at NREL's Flatirons Campus in Arvada, CO.

Request for Information No. 2025023390

SGRE 2.3-108 Wind Turbine Maintenance

December 9, 2024

Background:

The National Renewable Energy Laboratory (NREL) is a national laboratory owned by the U.S.

Department of Energy (DOE). NREL is the only federal laboratory dedicated to research, development, commercialization, and deployment of renewable energy and energy efficiency technologies. NREL is managed and operated for DOE’s Office of Energy Efficiency and Renewable Energy by The Alliance for Sustainable Energy (Alliance), the “M&O Contractor”.

NREL is looking to take ownership of a Siemens Gamesa Renewable Energy (SGRE) 2.3-108 wind turbine that was installed at the NREL Flatirons Campus in 2009. The turbine is intended to become a research platform (as opposed to producing power for revenue). NREL is looking for a maintenance provider to keep this turbine safely operating.

Objective:

The overall objective is for NREL to find a maintenance provider for the SGRE 2.3-108 wind turbine. The information received in response to this RFI will guide NREL’s focus for writing a requirements document to meet our overall research goals. The project objective, at a high level, is to procure services to provide maintenance to keep turbine in safe operating condition.

Request Details:

The Alliance intends to competitively solicit for maintenance provider for the SGRE 2.3-108 wind turbine.

The information received will be used to help determine the technical scopes for planned subcontracts for services to provide maintenance to keep SGRE 2.3-108 wind turbine in safe operating condition

Key Questions:

NREL is interested in the following information to maximize relevance and value:

We see four tasks:

An initial assessment of the turbine health and documentation of required nonstandard maintenance to bring turbine to reliable state

Ongoing scheduled maintenance on annual basis per the manufacturer’s specification Remote troubleshooting support for NREL technicians as turbine faults and alarms occur Unscheduled maintenance, as needed

Small-Business Requirements: Sufficient, qualified responses to this RFI will determine if a total small business set aside is appropriate for a resultant RFP. The NAICS code applicable to this RFI is 221115.
