About this file
This is a Request for Information (RFI) and Sources Sought notice issued by the Naval Supply Systems Command (NAVSUP) Fleet Logistics Center (FLC) Sigonella on behalf of the Forward Deployed Regional Maintenance Center (FDRMC) seeking market research feedback on a draft Statement of Work for large ship repair and maintenance services at Naval Station Rota, Spain. The RFI is a follow-on to a previously posted Sources Sought Notice under Solicitation Number N6817126RT003. The primary objective is to solicit industry feedback, comments, and recommendations on the attached draft SOW to refine requirements and develop a more effective acquisition strategy prior to issuing a formal solicitation anticipated for posting in December 2026.
The Government is specifically seeking feedback on the clarity, feasibility, and completeness of SOW requirements; potential challenges, risks, or performance barriers; industry best practices and innovative solutions; and the realism of performance standards, reporting requirements, and contractor qualifications. This notice explicitly states that this is not a solicitation, no proposals are being requested, and the Government will not accept proposals or pay any costs incurred in responding to the RFI. A site visit previously considered for this stage has been postponed and is now planned during the actual solicitation period. Interested parties must submit written feedback electronically to nelson.j.arias.civ@us.navy.mil by the deadline specified in the notice, with clear references to specific SOW section and paragraph numbers for each comment. The RFI includes two attachments: the Draft Statement of Work (FDRMC Rota Program SOW Revised 9-Jun-26) and the Original Sources Sought Notice for historical reference.

Title: RFI #2: Large Ship Repair Services for U.S. Navy Vessels at Naval Station Rota, Spain — Seeking Feedback on Draft Statement of Work (SOW)
Original Notice Reference: This notice is a follow-on to the Sources Sought Notice (SSN) previously posted under Solicitation Number N6817126RT003. This new RFI uses the original posting for historical reference and context.
Description:
The Naval Supply Systems Command (NAVSUP) Fleet Logistics Center (FLC) Sigonella, on behalf of the Forward Deployed Regional Maintenance Center (FDRMC), is issuing this follow-up Request for Information (RFI) to continue market research for large ship repair and maintenance services at Naval Station Rota, Spain.
The primary purpose of this new RFI is to share a draft Statement of Work (SOW) with industry. We invite all interested vendors to review the attached draft SOW and provide feedback, comments, and recommendations. This feedback is highly valued and may be incorporated into the final SOW for a future solicitation.
Your insights will help the U.S. Government refine its requirements and develop a more effective acquisition strategy. We are particularly interested in feedback related to:
• The clarity, feasibility, and completeness of the requirements outlined in the draft SOW.
• Potential challenges, risks, or barriers to performance that may not have been fully addressed.
• Industry best practices, innovative solutions, or alternative approaches that could improve efficiency and effectiveness.
• The realism of performance standards, reporting requirements, and contractor qualifications.
Key Information:
• This is NOT a solicitation. This is an RFI issued solely for information and planning purposes. It does not constitute a Request for Proposal (RFP) or a promise to issue an RFP in the future.
• No proposals are being requested. The Government will not accept proposals in response to this RFI. The Government will not pay for any information or administrative costs incurred in response to this RFI; all costs associated with responding to this RFI will be solely at the interested party’s expense.
• Site Visit Update: A site visit was considered for this stage but will be postponed and is now planned to occur during the actual solicitation period, anticipated for posting December 2026.
Instructions for Response:
Interested parties are encouraged to submit written feedback on the attached draft SOW. While there is no prescribed format, please clearly reference the SOW section and paragraph number for each comment or recommendation to ensure clarity.
Please submit all responses and questions electronically to [nelson.j.arias.civ@us.navy.mil] by the deadline specified in this notice.
Thank you for your interest and participation in this important market research effort.
