About this file

This Request for Information (RFI) is issued by U.S. Immigration and Customs Enforcement (ICE) Homeland Security Investigations (HSI) seeking market research for IT Training and Communications Services (ITaCS). The RFI is structured to gather information from potential vendors about a future solicitation for IT training and communications support services, with a response deadline of April 25, 2025. The government is considering NAICS code 541512 (Computer Systems Design Services) and is exploring potential set-asides for small businesses, including options for woman-owned, veteran-owned, and 8(a) certified firms.

The document requests detailed vendor information including company details, contract vehicles, past experiences, and responses to specific questions about training strategies, communication approaches, and organizational change management. Vendors are asked to provide up to three recent past experiences demonstrating similar work with U.S. government customers, detailing contract specifics, scope of work, training modalities, software tools, quality assurance measures, and performance metrics. The RFI emphasizes that this is strictly a market research effort, not a solicitation, and respondents will not be compensated for their submissions.
