About this file
This is a Request for Information (RFI) issued by the Federal Bureau of Prisons (BOP), an agency of the U.S. Department of Justice, regarding an anticipated upcoming solicitation for Residential Reentry Center (RRC) and Home Confinement (HC) services in Berkeley County, West Virginia.
The BOP seeks to determine whether qualified sources exist to meet the requirements of the intended solicitation. The anticipated contract will be an IDIQ contract with tiered pricing for an estimated maximum of 40 in-house beds and 20 home confinement placements. The geographical service area includes Berkeley County for the RRC facility and a 100-mile radius for home confinement placements. All services are anticipated to be solicited under a single procurement requiring the successful offeror to provide all services, including both in-house residential services and home confinement monitoring. The contract will include a guaranteed minimum and estimated maximum number of placements.
Interested vendors must submit responses in PDF format by August 21, 2026, at 2:00 p.m. EDT to Matthew Comstock, Contracting Officer at mcomstock1@bop.gov. Questions regarding the RFI must be submitted by July 29, 2026, with answers to be posted as an amendment on SAM.gov by August 7, 2026. Vendors must include their company point of contact information, socio-economic status (SDVOSB, WOSB, Large Business, etc.), Tax-ID, and Unique Entity ID (UEI). The RFI includes eleven substantive questions addressing vendor experience with RRC and home confinement services, state and local ordinances, zoning issues, transportation availability, employment opportunity density, unique regulations, environmental concerns, and other local factors relevant to feasibility. Responses to this RFI do not automatically qualify vendors for the future solicitation, nor do they commit the Government to contract for any services. All response costs are the responsibility of the interested party.
