Description/Overview: This is a request for information.

The scope of this Performance Work Statement (PWS) is to provide the required personnel, materials, facilities, services, and support to build two (2) UH-60M Black Hawk Maintenance Trainers (BHMT-M) with an option for two (2) more for a total of four (4). Additionally, the scope of this PWS is to provide the required personnel, materials, facilities, services, and support to test, deliver, and install the US Army 128th Aviation Brigade facilities at Joint Base Langley Eustis (JBLE) in Fort Eustis, VA. Please refer to the attached Draft PWS above.

Please answer the following questions and provide a response of your companies experience in-reference to the following questions:

1- Provide a list of all labor categories and supplies that you believe are required to meet the Government's requirements.

2- Indicate how your firm would satisfy this requirement on a FFP basis.

3- Indicate if your firm has sufficient resource/manpower to manage the required tasks.

4- Provide at least 3 past experience summary comparable to this requirement in terms of complexity, technical scope, size, and dollar figures. Please indicate if your firm has experience on past projects above 50 million dollars (performed as a Prime or Subcontractor (if as a subcontractor, what was the total contract amount?)), and if not, what is your firm largest project to date?

5- List your experience designing and developing a full platform Black Hawk Maintenance Trainers (list all that apply, isolated part task trainers etc).

6- Where are the training devices you listed above in use?

7- How does your company manage the building of full scale, complex training devices without source data?

8- What would be your estimated delivery time for each device knowing that you have to create a Requirements Traceability Matrix (RTM); conduct quarterly In-process Reviews, host a System Requirements Review (SRR); develop the preliminary design; host a Preliminary Design Review (PDR); host a Critical Design Review (CDR); perform Hardware Software Integration (HSI), conduct Systems Level Testing; conduct the Contractor Preliminary Inspection (CPI); undergo a Test Readiness Review (TRR); undergo Government Preliminary Inspection (GPI); pack and ship the devices; install the devices on site; undergo Contractor Final Inspection (CFI); Government Final Inspection (GFI); before the device is ready for training. The government is not interested in how you conduct the items above, we are looking for a top level milestone IMS.

9- What is your approach to coordinating with the Government and end users when modifying, building a training device of this magnitude with no data provided and all new NRE required?

10- If you have to spend time at 128Th Avn Bde gathering needed data to learn the inner workings of the existing BHMT devices, how many days do you believe would be required? What actions would you take to reduce the disruption in training?

11- How does your core business align with the procurement, manufacture, and delivery of a full scale aircraft maintenance trainer? Why?

12- What items within these requirements would you likely subcontract to other companies and why?

13- Please identify if you are a small business/large business under the applicable NAICS code.

The NAICS code is this PWS: 333318 _1645611230.pdf
