The NCIA is seeking industry input to inform acquisition planning for a maintenance and support contract covering VTC and audio-visual (AV) systems across NATO facilities in member nations and deployed locations. Responses are due by 12:00 hours Central European Time on 03 July 2026 and must not exceed 15 pages (excluding cover pages, brochures, and attachments). Respondents should address: company information and relevant capabilities; comments on draft requirements in Annex B; responses to five specific capability questions regarding hardware/software maintenance, IT operations management, on-site support provision, resource availability, and service level differentiation; innovations and alternatives; rough order magnitude (ROM) pricing with assumptions; and identified risks or mitigation suggestions. Only companies from NATO member countries are eligible to participate.
The draft requirements specify anticipated contract performance beginning in 2027 with a one-year base period and three optional one-year extension periods. Scope includes preventive and corrective maintenance, break-fix support, inventory management, documentation, spare parts recommendations, and service reporting. Performance targets include response times ranging from 1 hour for critical incidents to 1 business day for medium priority issues, with service restoration targets of 4 hours to 3 business days depending on severity. The contractor must support equipment across NATO member nations and deployed locations, provide all-levels IT operations and service management functions, and comply with NATO security, clearance, and access control requirements. Annex C lists over 700 VTC and related products requiring support, predominantly based in Belgium with additional equipment distributed across NATO member countries and the United States.
