About this file
This document is a request for information from Brookhaven Science Associates, LLC seeking expressions of interest from firms to provide scintillating fibers for the Barrel Imaging Calorimeter for the Electron Ion Collider project. It provides technical specifications requiring the fibers to have a light yield greater than 5 photoelectrons when exposed to strontium-90, a diameter of 1.00 +/- 0.01 mm with an RMS of 0.02 mm, and an attenuation length for blue light of over 4m. Responses to the RFI are due by March 15, 2024 and should be emailed to William Koncelik at wkoncelik@bnl.gov, describing company capabilities to meet the specifications. The Department of Energy Office of Science is the sponsoring agency for this pre-solicitation related to the Electron Ion Collider project at Brookhaven National Laboratory.

Request for Information (RFI)/Sources Sought No. 03052024WPK EIC Scintillating Fibers for Barrel Imaging Calorimeter
To all Potential/Interested Suppliers, Brookhaven Science Associates, LLC (herein known as “BSA”), operator of Brookhaven National Laboratory (BNL) under a Prime Contract with the U.S. Department of Energy (DOE), is seeking expressions of interest from firms regarding EIC Scintillating Fibers for Barrel Imaging Calorimeter as outlined in Attachment A – Technical Specification for the Scintillating Fibers for the Barrel Imaging Calorimeter.
Please note that this is a RFI/Sources Sought notice, not a Request For Proposal, and no solicitation exists at this time.
This RFI is for informational and planning purposes only and is not to be construed as a commitment by the U.S. Government, nor will the U.S. Government pay for information received. The information from this notice will help the Department of Energy (DOE) Office of Basic Energy Sciences (BES) survey available resources.
The Electron Ion Collider (EIC) is a new Nuclear Physics Facility that will use collisions between polarized Ions and polarized electrons to study it inner structure of the Nucleon.
Please provide the following information:
1) Does your company have the capabilities and past experience in producing Scintillating Fibers for the Barrel Imaging Calorimeter as noted in Attachment A - Technical Specification for the Scintillating Fibers for the Barrel Imaging Calorimeter within the past 5 years?
2) Does your company have key staff and engineers to provide inspections and testing as outlined in Attachment A – Technical Specification for the Scintillating Fibers for the Barrel Imaging Calorimeter.
We are open to all information you can and care to provide at this point. Please provide responses to BSA no later than March 15, 2024.
BSA prefers electronic submissions of submittals. Electronic submissions will be accepted by the following method:
• Email submissions should express your interest and describe your capabilities related to delivering this product. Emails shall be sent to William Koncelik, wkoncelik@bnl.gov with the BSA RFI 03052024WPK in the Subject Line.
We trust that the information contained herein is sufficient to permit your company to prepare a submittal outlining your capabilities, however, should you have any questions, please contact the undersigned. All questions must be submitted in writing, via email.
Sincerely, William Koncelik

Attachment A
Technical Specification for the Scintillating Fibers for the Barrel Imaging Calorimeter
1 BACKGROUND
The Electron-Ion Collider (EIC) is a Nuclear Physics facility being built at the United States (U.S). Department of Energy’s (DOE) Brookhaven National Laboratory (BNL). The EIC will create intense beams of relativistic energy electrons and ions in opposing particle storage rings that will be brought into collision in a large experimental detector. This will provide insight into the internal structure of protons and neutrons and the gluelike force that holds them together.
1.1 Background
The EIC Project includes one interaction region, with an allowance for a second, and one detector. The EIC detector is being designed as a hermetic, general-purpose detector. It will be an approximately 10-meter-long cylindrical barrel detector with additional instrumentation that extends to up to 45m in each direction down the EIC beamline. It will use cutting-edge technologies to detect particles created in collisions between high energy electrons and protons or heavy ions (the nuclei of larger atoms) moving close to the speed of light. It will be based on a 1.7 Tesla superconducting magnet for curving the trajectories of charged particles created in these collisions and will include high precision tracking and particle identification systems to measure and identify charged particles, electromagnetic calorimeters to measure and identify electromagnetic particles, and hadronic calorimeters to allow for high precision jet (a collimated spray of particles) measurements.
Scintillating fibers are one of the components of the Barrel Imaging electromagnetic Calorimeter (BIC), one of the subsystems of the EIC detector. They will be glued to corrugated lead sheets (absorber) and will serve to convert the energy of the secondary particles generated in the absorber into light, subsequently detected by photo sensors.
2 APPLICABLE DOCUMENTS
None.
REQUIREMENTS
3.1 Technical/Performance Characteristics
A. Light yield: the average response to a Sr-90 source shall be greater than 5 photoelectrons measured using a bialkali photomultiplier tube 200 cm from the source, and the opposite end blackened (assessed via methods mutually acceptable to the BSA and Contractor).
B. Diameter mean value and variation shall be 1.00 +/- 0.01 mm, RMS ≤0.02 mm.
C. Attenuation length for blue light > 4m.
D. Batch to batch or lot to lot variation of light yield <15%.
E. Batch to batch or lot to lot variation of attenuation length <10%.
F. Emission spectrum in blue-green light G. Scintillation decay time <3ns H. Total length ~4500 km I. Delivery method in cans. Length of fibers 4.55 meters +/- 0.01m.
3.5 Environment, Safety and Health
Identification of hazards, and their mitigation, during all stages of the life of the Equipment including; installation, commissioning, operation, maintenance, and repair. Identification of means to eliminate or manage each hazard shall be provided based on the following hierarchy:
· Eliminate the hazard, or
· Substitute with something less hazardous, or
· Engineer – mitigate the severity of the hazard, or
· User Personal Protective Equipment (least desirable).
4 VERIFICATION
Appropriate inspection/tests shall be performed to ensure fibers conform to all requirements in section 3 of this specification. As a practical matter, the light output will be determined in comparison to average light yield of a set of "standard reference fibers," identified during the first-article testing, with an agreed upon light yield to which all subsequent production batches will be compared. BSA will measure the absolute photon yield (section 3.1) to verify that the standard reference fibers meet the specification for absolute light yield. 4.1 Classification of Inspections
Items covered by this specification shall be subjected to the following tests to determine compliance with all applicable requirements:
4.1.1. Preproduction Tests (First Article).
For this purpose, a minimum of 100 well distributed fibers from the same lot meeting this specification shall be requested by BSA.
4.1.2. Acceptance Tests.
The approval to proceed into production shall be granted based on the results of the tests with first article fibers carried out by BSA.
