About this file

This is a Memorandum for Record from the National Guard Bureau documenting the requirement for a Radio Frequency Front End (RFFE) upgrade to the NINJA system. NINJA is the USAF and Air National Guard's program of record for counter-small Unmanned Aircraft System (C-sUAS) capability, specifically designated as the best solution for domestic C-sUAS operations protecting airbases. The memorandum, dated 7 June 2024 and issued by LT COL Derrick Burks, Chief of Defensive Base Operations at NGB/A4S, identifies that the legacy RFFE model requires replacement due to supply chain issues affecting warranty and maintenance contracts, as well as reduced engagement capability compared to the new model.

Black River Systems is identified as the sole manufacturer of the RFFE device compatible with the NINJA system. NGB/A4S has identified the RFFE shortfall and allocated funding to respective Wings specifically for procurement of this replacement device. No response deadlines, award dates, pricing information, or contract vehicle details are specified in this memorandum.

MEMORANDUM FOR RECORD

FROM: LT COL DERRICK BURKS

SUBJECT: Black River Systems RFFE Upgrade

1. NINJA is currently the USAF and ANG Program of record for C-sUAS capability.

Procurement memos have not defined a single “one fits all” solution for C-sUAS capability due to the various mission sets and variety or threats. Autonomy for MAJCOMs was allowed in vetting which equipment worked for which mission. HAF and NINJA concurred that NINJA was the best for domestic C-sUAS operations in the protection of airbases.

2. An updated RFFE (Radio Frequency Front End) is required for the NINJA system with the legacy RFFE model being outdated due to supply chain issues (which affects our warranty/maintenance contract) and reduced engagement capability compared to the new model. Black River Systems is the only company that manufactures this device for the NINJA system.

3. NGB/A4S identified the RFFE shortfall and has funded the replacement equipment by sending funds to the respective Wings specifically for procurement of this RFFE device. If you have any further questions, please contact me at derrick.burks.3@us.af.mil.
