About this file
This is a Justification Review Document for a FAR Part 8 Limited Sources procurement. The document justifies a single-source award to Black River Systems (BRS) for the replacement of the legacy 284501 Radio Frequency Front End (RFFE) with the 4925 RFFE Retrofit Kit for the NINJA Counter-Unmanned Aircraft System (C-UAS), with an estimated contract value of $93,000. The award will be issued as a delivery order under BRS's GSA Multiple Award Schedule Contract.
The justification cites Title 41 U.S.C. §4106(c)(2) as implemented in FAR 8.405-6(a)(1)(i)(B), establishing that only one source is capable of providing the supplies at the required level of quality due to the proprietary and highly specialized nature of the NINJA system. The requiring activity is the 177th Security Forces Squadron (177SFS), with the contracting activity being the 177th Mission Support Group/Mission Support Commander (177 MSG/MSC). Market research determined that no viable third-party options exist for system updates and upgrades, and the cost of replacing the entire NINJA C-UAS system is prohibitive due to capital expenditure requirements, sunk investment loss, and additional licensing and retraining costs. The NINJA system is currently deployed at over 20 Air National Guard bases and has been operational at the 177th Fighter Wing for five years. The document was prepared by Contracting Officer Johanna Paz (609-761-6097) and approved on 6/18/2026, with supporting certifications for technical accuracy, fair and reasonable cost determination, and contracting officer authorization.

FAR Part 8 Limited Sources Justification
1. Requiring Activity: 177SFS
2. Contracting Activity: 177 MSG/MSC
3. Description of Action: NINJA System Radio Frequency Front End (RFFE) replacement and systems warranty extension
4. Description of Supplies/Services: Upgrade from legacy 284501 Radio Frequency Front end (RFFE) to 4925 RFFE for the NINJA Counter-Unmanned Aircraft System (C-
UAS).
5. Authority Cited: Title 41 U.S.C. §4106(c)(2) as implemented in FAR 8.405- 6(a)(1)(i)(B), Only one source is capable of providing the supplies or services required at the level of quality required because the supplies or services are unique or highly specialized.
6. Reason for Authority Cited: Due to the proprietary nature of the Black River Systems (BRS) NINJA system, only BRS can complete the necessary updates/upgrades. The NINJA C-SUAS is currently the only approved c-SUAS system employed by the Airn National Guard and managed by A3. The NINJA is deployed at over 20 ANG bases and has been in place and the 177FW for the past five years.
Replacing the entire NINJA c-SUAS system is cost-prohibitive due to the capital expenditure required for a complete “rip and replace”, the loss of sunk investment in existing equipment, and the added costs of licensing, and personnel retraining. The intended award will be a delivery order under BRS’s GSA Multiple Award Schedule Contract.
7. Efforts to Obtain Competition: Market research was conducted to determine if BRS allowed third-party companies to provide system updates/upgrades to their NINJA systems. At this time no viable options have been identified outside of a direct award to
BRS.
8. Actions to Increase Competition: Currently there is no evidence to support competing this requirement.
9. Market Research: Based on the NJ ANG’s market research, BRS is the only vendor currently capable to meet the needs of this requirement.
10. Other Facts: None

The estimated value of the new contract action is $93,000.
