Amendment No. 1 is hereby issued in response to questions received regarding the subject Request for Proposals (RFP) No. RFC-5-52015. The proposal due dates has also been extended to 2/25/15. Please note that some questions may have been edited to address duplicate questions or to protect business-sensitive information provided in the original questions. The essences of the original questions are not affected. Questions are in no particular order.
Question #1: How are multiple applications viewed in the award process? The Offeror has identified projects for 3 out of the 4 topics. Are multiple topic applications encouraged? Are applications for multiple topics more or less likely to be awarded?
Answer #1: All applications will be evaluated separately without regard to whether there are any other applications from the same source. Multiple applications are not discouraged, however additional factors may be considered (see item 9 in the RFP).
Question #2: The Offeror is pursuing performance and cost improvements in many areas. In attachment 4, should the LCOE improvement be based on all projected improvements or limited to the scope covered under the CIP proposal?
mailto:maurice.nelson@nrel.gov
Answer #2: The LCOE improvements should be for improvements covered in the CIP proposal only. The proposal can include multiple improvements. Additional information about developments outside of the proposal is acceptable, and will be considered as additional information.
Question #3: If selected for award, what provisions are there to protect confidentiality of proprietary and competition sensitive data?
Answer #3: NREL’s Appendix C-1 or C-2 (Intellectual Property Provisions), whichever is applicable according to the company business size, provides the terms and conditions regarding “Data”. Also, the Offeror will be able to identify data that is proprietary in the required “Representations & Certifications for Subcontracts/Purchase Orders” document. In the Representations & Certification document, the Offeror will be able to provide information regarding Patent Rights, Rights in Proposal Data, and Identification of Technical Data that is Proprietary.
Question #4: Is there an incumbent contract number? If not, is this a new requirement?
Answer #4: There is no incumbent contract number. If selected for award, NREL will issue a Subcontract Number that will be assigned to the awardee.
Question #5: Are all three tasks required to be included in the funded scope of work, or if adequate testing has already been conducted can the funds be focused primarily on task 3, “ensure the turbine is certified”?
Answer #5: The proposal may include work that has already been completed but is not funded under this RFP. In any case, a review of the design review will conducted as part of the subcontracted activities, per Task 4.1.
Question #6: Can certifications in addition to AWEA and IEC, such as CSA and ClassNK intended to open export markets for US OEMs, be funded?
Answer #6: As indicated in Task 4.1 of the Statement of Work, the intention of this RFP is to support turbine certification to the AWEA 9.1 Standard or IEC 61400-2.
Question #7: Under deliverable 6.1, can non-NREL services be funded? How much time would an NREL review and go/no go decision be expected to take after the documentation is provided?
Answer #7: Yes, non-NREL services are eligible. We anticipant approval should be made within 10 business days.
Question #8: Can company funds spent on related work after the proposal is submitted, but before a subcontract is issued, be counted as matching funds?
Answer #8: No. A company funds spent on related work after the proposal is submitted, but before a subcontract is issued cannot be counted as matching funds.
Question #9: Can a sample completed Figure of Merit be provided?
Answer #9: No, there are none available.
Question #10: Can a product development plan include tasks previously conducted?
Answer #10: Yes, however note that previously completed work cannot be funded as part of this RFP. See section 10c in the RFP.
As a reminder, each proposal must be submitted in an original hard copy and four (4) copies delivered to NREL via USPS, UPS, FedEx or an official carrier by 2:00pm MST on 2/25/15. Also a PDF file of the proposal shall also be sent to maurice.nelson@nrel.gov by the new deadline date of 2/25/15. The proposal receipt date and time are based on the receipt of the original hard copies and not the email submission.
