About this file

This is Amendment Number 1 to Request for Bids #28312-MS issued by the State of Wisconsin, Department of Workforce Development, through the State Bureau of Procurement. The amendment provides additional specification details for the procurement of two bonding products: a Faithful Performance Blanket Bond covering all department employees in the amount of $500,000 per occurrence with a $5,000 deductible, and a Public Official Bond for the Treasurer of the Unemployment Reserve Fund in the amount of $500,000, as required by Wisconsin Statute Section 108.16(4). The amendment, dated November 20, 2018, requires bidders to submit a signed copy of the first page with their bid and highlights specific additions to the original specification regarding audits and description of money handled.

The Department of Workforce Development currently classifies 212 employees as Class I (handling money daily), 253 as Class II (handling money occasionally), and 1,235 as Class III (handling money never). The current carrier is The Brehmer Agency, with Travelers Casualty and Surety Company providing the Blanket Bond and Zurich Commercial Surety Company providing the Public Official Bond. Notably, the department has reported no losses in the past 27 years or longer. The department undergoes biennial audits by the Legislative Audit Bureau for the Unemployment Reserve Fund and annual audits as part of the State of Wisconsin Single Audit. The department handles minimal cash, with most funds received electronically through federal draws; checks are deposited daily and subject to multiple internal controls including separation of duties, daily reconciliation, and an audit trail. Additionally, the Visa Liability Waiver Program provides coverage up to $100,000 per cardholder against eligible losses from purchasing card misuse.

Description of Money Handled: The Dept. of Workforce Development handles very minimal amounts of cash. The majority of funds received by the agency are done through the federal draw process run by the Department of Administration (DOA) and are received electronically. Checks are deposited daily, most on the same day of receipt. Various internal controls are used for checks, such as: deposit only stamps, checks are recorded by mail handler and deposit staff independently, and all outgoing payments are double checked. Checks are locked when not processed. Most checks are mailed centrally by the DOA. An audit trail is kept for any checks received by the agency. There are separation of duties in the cash handling functions and all transactions are audited and reconciled.

The Visa Liability Waiver Program protects against eligible losses (up to $100,000 per cardholder) that might be incurred through purchasing card misuse by a terminated employee.
