About this file

This is a Request for Bid issued by the State of Wisconsin Bureau of Procurement (RFB #28312-MS) for bonding services for the Department of Workforce Development. The bid solicits coverage for two types of bonds: a Faithful Performance Blanket Bond covering all employees of the Department of Workforce Development in the amount of $500,000 per occurrence with a $5,000 deductible, and a Public Official Bond for the Treasurer of the Unemployment Reserve Fund in the amount of $500,000, as required by Wisconsin Statute Section 108.16(4). The contract period extends for three years from March 1, 2019 through March 1, 2022, with premiums payable three years in advance. Bidders must submit a completed Request for Bid form (DOA-3070) and one sample policy demonstrating compliance with specification requirements. Only one bid per bonding company licensed in Wisconsin is permitted, either submitted directly or through a single designated broker or agent. The insuring company must maintain a Best's Rating of A or better.

The incumbent carriers are Travelers Casualty and Surety Company for the Blanket Bond and Zurich Commercial Surety Company for the Public Official Bond, currently through The Brehmer Agency. The Department of Workforce Development has experienced no losses in the past 27 years and maintains strong internal controls, including daily electronic reconciliation of funds, deposit verification procedures, and separation of duties protocols. The Department handles minimal cash, relying primarily on electronic funds transfers and lockbox arrangements for checks. The state reserves the right to waive any and all bids and will award to the lowest responsible, responsive bidder. Bids may be submitted by mail, fax, or email to marcy.schmelzer@wisconsin.gov prior to the specified due date and time, with faxed and emailed bids requiring confirmation of receipt.

Various internal controls are used for checks, such as: deposit only stamps, checks are recorded by mail handler and deposit staff independently, and all outgoing payments are double checked. Checks are locked when not processed.

Electronic funds are reconciled to the bank daily. Various internal controls exist including debit blocks, separation of duties, system edits and approvals, etc.
