About this file
This Addendum No. 1, issued on August 8, 2024, by the State of Iowa Department of Administrative Services (DAS), amends the Project Manual and Drawings for window replacement work at the DOC 3JD Sheldon Administrative Building located at 720 Western Ave, Sheldon, Iowa 51201. The project involves the demolition and installation of new wood-clad commercial windows with insulated glazed units and solid surface windowsills. The general contractor may access one entire building wing at a time, with rooms requiring completion except for solid surface sill installation and owner painting. Key specifications clarify that the solid surface sill need not extend past the window jamb; the metal flashing above windows may be contractor-supplied break metal matching the window frame color; and the stain finish shall be semi-transparent, water-based polyurethane in a color selected from the manufacturer's standard line. The Quaker W600 Clad Wood Commercial Series is approved for use. Bids were due on August 13, 2024, at 2:00 PM through the IMPACS Electronic Procurement System, with bid opening scheduled for 3:00 PM the same day. The pre-bid meeting was held on August 1, 2024, with a mandatory site visit requirement for contractors to verify existing conditions. Substantial completion is anticipated by April 30, 2025, with the Notice of Intent to Award expected on August 14, 2024, and commencement on August 26, 2024.
Bidders were required to submit a 5% bid security, project-specific Certificates of Insurance, and Performance and Payment bonds prior to contract execution. The successful contractor must submit a subcontractor and supplier list within 48 hours of bid opening and execute a modified ConsensusDocs 802 agreement. The contractor shall maintain onsite supervision at all times, provide daily logs, and participate in construction progress meetings. Work hours are 7:30 AM to 4:00 PM, with no smoking or vaping permitted on site. The contractor will have access to existing building facilities and is not required to provide temporary facilities or obtain background checks. A Schedule of Values must be submitted with a minimum 1% closeout line item invoiceable only after final completion certification. Project management will be conducted through Procore at no cost to the contractor, with submittals, invoicing, and contract modifications handled via Docusign. The addendum includes responses to ten bidder questions addressing phasing, window removal sequencing, temporary covering requirements, existing finish documentation, substrate conditions, and material substitution procedures.
