About this file
The document is a detailed Request for Bids (RFB) specification from the County of Sacramento's Internal Services Agency Fleet Services Division for the procurement of two (2) new animal control trucks. The specification covers nine thousand (9,000) to ten thousand (10,000) pound GVWR, gas engine, single rear wheel, extended cab trucks with eight-foot, eight-compartment animal control bodies and lift gates. The bid emphasizes comprehensive vehicle requirements, including specific chassis, body, electrical, lighting, and performance specifications, with a strong focus on emissions reduction, CARB certification, and potential zero-emission vehicle options.
The bid includes specific pricing and procurement terms, with the initial contract period set for one calendar year from the original bid submission deadline and options for two additional one-year extensions, not to exceed three years total. Pricing increases are limited to a maximum of five percent per extension period and must be substantiated by documented increases from manufacturers. The County prioritizes factors beyond price, including engine emissions, product warranty, service and parts support, local user satisfaction, and vendor performance. Bidders are required to provide detailed documentation, including a user list, shop manuals, and potential demonstration of the proposed vehicles, with a comprehensive evaluation process that considers technical specifications, environmental impact, and operational functionality.

141-500, 141-501 Specification October 28, 2024
COUNTY OF SACRAMENTO
INTERNAL SERVICES AGENCY
FLEET SERVICES DIVISION
SCOPE: This specification covers two (2) nine thousand (9,000) pound minimum to ten thousand (10,000) pound maximum GVWR, gas engine, single rear wheel, extended cab trucks with eight (8) foot, eight (8) compartment animal control bodies with lift gates.
I. GENERAL
1. It is the intent of the County of Sacramento to purchase a piece of equipment that will provide optimum benefit to the County. This does not necessarily mean that the County will buy the lowest priced product. Consideration will be given to the engine emissions, product warranty, service and parts support available in the Sacramento area, the number of satisfied users in this area, delivery dates and bidders past performance.
2. After mission consideration, the single most important factor in the bid evaluation will be emissions reduction factor of the engine. The County of Sacramento is committed to purchasing engines for vehicle(s)/equipment that meet or exceed actual tailpipe emissions standards for current year, specified by the EPA for the engine manufacturer.
3. CARB CERTIFICATION: CARB certification is required for all engines included in bid submissions. California ARB engine executive order(s) will be included with engines offered within the bid response. A bid response that does not include this document for standard and optional engines will be rejected.
4. ZERO EMISSION, HYDROGEN FUEL CELL, OR ELECTRIC VEHICLE OPTION:
Bidders are encouraged to submit options for zero emission engines, hydrogen fuel cell or full electric vehicle chassis if available. Any bidder proposing a zero emission, hydrogen fuel cell or electric alternative to conventional gasoline or diesel is highly encouraged to read the entire specification in detail.
The County of Sacramento develops very detailed vehicle / equipment specifications keeping safety, efficiency, and suitability of the equipment for a particular job as the utmost priorities.
Nearly all County equipment purchased with a written specification is used to maintain, repair and provide emergency response to critical systems and infrastructure related to public health and safety. Drinking water, storm water, flood control, bridge maintenance and road maintenance are just a few examples of critical infrastructure the County must oversee.
The County covers 994 square miles. Adequate range, duty cycle, reliable availability of fuel within the Sacramento area (even in emergency conditions) are critical. Any proposed alternative to conventional fuel vehicles must deliver equivalent range, duty cycle, available payload, configuration, ability to be upfit in the same manner and shall perform the specific job intended as an existing vehicle in the County fleet that performs the same tasks.
In addition to traveling to work sites, the proposed units must have the ability to power auxiliary loads to perform equivalent work and provide for the safety of County personnel during the performance of their work site duties. Auxiliary loads may include but are not limited to: PTO, hydraulics, dump body hoist, hydraulic or electric crane, winch, air compressor, generator, fuel / oil pump, water pump, tool battery charging, 120 VAC inverter, laptop/tablet power, work lighting, safety lighting, arrow / message boards, tool compartment lighting, cab lighting, map light, cab heat or air conditioning for employee breaks.
Bids that do not include options for zero emission engines, hydrogen fuel cell or electric vehicle chassis will not be rejected. The County may select a bid that includes zero emission, hydrogen fuel cell, or electric vehicle option if it is determined during bid evaluation that the proposed vehicle can perform the intended job functions and it is in the best interest of the County to help meet California Air Resources Board (CARB) regulations, reduce fuel consumption or reduce emissions.
Proposals for Zero Emission, Hydrogen Fuel Cell or Electric Vehicle must meet all of the following:
· An existing (not pending) CARB Executive Order for the exact vehicle and configuration proposed.
· Fully capable of performing equally to the equipment that is currently in service with regards to range and ability to provide power for all auxiliary loads at the work site for a complete shift without refueling or recharging.
· Must have manufacturer or dealer service and parts locations in the Sacramento County region.
· Provide a driving demonstration of the proposed chassis, loaded to full capacity and powering auxiliary loads, to verify the actual range and ability to perform work meets County of Sacramento minimum requirements. Also see “I. GENERAL, 7. DEMONSTRATION:”
· Proposals shall not be aftermarket or experimental systems, but shall be fully engineered, proven, tested and shall be fully eligible for warranty and service work by the chassis manufacturer.
· Chassis must be able to be upfit with all of the auxiliary equipment and in the same configuration as detailed in the specification. This includes fully developed and tested electronic communication systems and interfaces to ensure all safety interlocks and operational functions perform to the component manufacturer’s specifications.
The vehicles in this specification when fully fueled or charged shall:
· Have a travel range of 300 miles minimum while loaded to maximum rated GVWR and operating auxiliary air conditioning unit.
· Have available payload of 2,500 pounds minimum after complete upfit meeting these specifications.
· Work up to 8 hours per day while running auxiliary loads without the need to refuel or recharge.
· Power the following auxiliary loads while working in the field: Auxiliary air conditioning system unit for live animal compartments, 12 VDC Warn winch, computer docking station, laptop/tablet power, work lighting, safety lighting, compartment lighting, cab lighting, map light, cab heat or air conditioning for work related duties and employee breaks.
· IMPORTANT NOTE: Since the vehicles in this specification will house live animals, the air conditioning performance and run time must be equivalent to the conventional fuel vehicles currently in use.
5. USERS LIST: Bidder will provide, with the bid, a user’s list showing the names and addresses of businesses and other entities in the Sacramento area using the bid product. This may be used, as a reference list by the County and consideration will be given to the number of users in this area.
6. DOCUMENT REVIEW: The bidder will provide, for the County’s review, at the County’s request, prior to bid award, copies of shop and service manuals for the equipment that was bid. Incomplete shop or service information may be cause for rejecting a bid.
7. DEMONSTRATION: At the request of the County the bidder may be required to provide a demonstration of the product bid. At the request of the County, failure to provide a demonstration as soon as reasonably possible but not to exceed thirty (30) days from the time of the request or failure of the product to perform satisfactorily during the demonstration may be grounds for bid rejection.
