The document establishes comprehensive technical requirements for construction, components, safety features, and compliance with federal and state regulations, including California Vehicle Code, California Air Resources Board standards, National Highway Traffic Safety Administration requirements, and Federal Motor Vehicle Safety Standards. The County will conduct mandatory pre-production, pre-paint, pre-delivery, and in-service inspections, with vendors responsible for contacting the Vehicle Specifications Office at (916) 875-4783 to schedule these meetings. Delivery is required to the County of Sacramento Fleet Services Division Heavy Equipment Shop at 4001 Branch Center Road, Sacramento, California 95827.

The specification establishes detailed performance and construction standards covering trailer frame and body design, suspension systems (rubber torsion axle with Torflex or approved equivalent), electric service brakes with DOT-compliant emergency breakaway systems, 235/80R16 Load Range E tires minimum, and comprehensive lighting and reflector requirements using LED components. The trailer interior must include an approximately 8-foot by 7-foot cargo area with E-track securement systems and an approximately 4-foot by 7-foot bathroom compartment with flushable toilet, wash basin, and grab bars. Water system requirements include 26-gallon fresh water, 17-gallon gray water, and 18-gallon black water tanks with accessible cleanouts. The vendor must provide a minimum one-year manufacturer's warranty covering parts and labor from the date of County acceptance, along with complete operator's manuals, safety manuals, and line-set tickets. The County will not accept payment or begin contract terms until all specification conditions are satisfied, and vendors must provide a users list of Sacramento-area references and certified scale weights at delivery.
