The project involves the replacement of a storm sewer system at 110 & 116 North Street, Chapel Hill, NC 27514 (Project #119016.06), with work to be conducted in a single phase under a stipulated price contract. The scope of work includes implementation of a three-phase erosion control program (perimeter controls, rough grading and drainage, and inlet protection), construction of private roads with striping and signage, construction of utilities and storm drainage infrastructure, and installation of lighting and landscaping. Construction activities are restricted to normal business hours of 7:00 a.m. to 7:00 p.m. Monday through Friday, 8:00 a.m. to 7:00 p.m. on Saturday, with no work permitted on Sundays or federal holidays. The specifications establish comprehensive administrative and procedural requirements for contract execution, including detailed provisions for payment procedures, change orders, substitutions, and progress documentation. A schedule of values must be submitted no later than the 15th of the month, with progress payments due by the 15th of each month covering work completed through the last day of the preceding month. The contractor is required to submit a cost-loaded Critical Path Method (CPM) schedule within 60 days of the Notice to Proceed, along with daily construction reports, material location reports, photographic documentation (minimum 20 photos monthly), and regular progress meeting minutes. Contract modifications are processed through Work Change Directives and Change Orders, with proposals for contractor-initiated changes requiring detailed cost and schedule impact analysis. Waivers of mechanic's liens must accompany each Application for Payment, and the contractor must maintain performance and payment bonds, certificates of insurance, and building permits. Final completion includes submission of project record documents, evidence of tax and fee payment, contractor affidavits of payment and lien release, and final liquidated damages settlement statements.
