About this file
This document is Addendum A for RFB-OC061-25A, issued by the Orange County Department of General Services in New York on June 4, 2025, addressing a solicitation for Miscellaneous AED and CPR Training Supplies. The addendum responds to vendor questions regarding American Heart Association (AHA) training materials, specifically for 202 Guideline materials that will be released in October 2025. The county confirmed that the contract term and quantity requirements will remain unchanged, despite the upcoming release of new AHA training materials, and vendors are expected to comply with the existing bid specifications.
The addendum clarifies several key procurement details, including that price increases will not be permitted during the current contract period and can only be re-evaluated at contract renewal. Electronic books are not acceptable as an alternative to hard copy materials, and specific product requirements were specified for certain items, such as AMBU II for BVMS and item #WBR-200 blue CPR wristbands. The estimated quantity for CPR wristbands is 2,000 total. The document emphasizes that vendors must adhere to the original bid requirements and that AHA instructors will be required to use new training materials within 90 days of their October 2025 release.

RE: RFB-OC061-25A Miscellaneous AED and CPR Training Supplies
Addendum A
Dear Vendor:
Addendum A is issued to answer the following vendor questions.
The RFB lists American Heart Association (AHA) item numbers for 202 Guideline materials. The American Heart Association is releasing the 2025 guidelines at the end of October 2025. They have also promised new training materials at that time. Typically speaking, the AHA requires instructors to start using the new materials within 90 days of the release. Additionally, we do not know the cost of the new supplies until they are released or shortly beforehand.
Based upon this information, I have a couple of questions:
1. Would you change the term and/or the quantity of supplies?
A. No, the term will stay the same and we will still need to order the quantities listed in the bid.
2. If the term and quantity stay the same, is it possible to adjust the rates once the new items and costs are released?
A. No. price increases are not allowed…we can re evaluate at the renewal of the contract.
Additional questions:
3. The AHA charges shipping. Would you consider electronic books instead of hard copy books to lower that cost?
A. No, Electronic books are not acceptable.
4. For the BVMS, there is no item number, so may we propose any product?
A. AMBU II.
5. For the CPR Wristbands, there is no item number. Could you be more specific? I am not familiar with that item. Also, do you want 2,000 packs of 50 or 2,000 total?
A. Item #WBR-200 color blue. And the estimated quantity is 2,000 total.
