The award shall be made to the lowest responsive and responsible bidder with extensive experience installing composting equipment, as determined by the University. Bidders are required to provide on-site training to ensure staff proficiency, detailed maintenance support narratives, complete operational and maintenance manuals in hard copy and PDF formats, a detailed parts list with sourcing information, and vendor references for at least four similar installations.
