About this file

This Request for Bid (RFB #GBTO 6793) is issued by the University of Wisconsin–Green Bay Purchasing Office on behalf of the Richard J. Resch Engineering School to procure Mechanics of Materials Lab Equipment for its STEM program. The solicitation seeks 26 line items (labeled A through AB) comprising torsion testing machines, torsiometers, torsion and tensile test specimens, data acquisition systems, impact testing apparatus, beam testing equipment, buckling apparatus, compression fixtures, extensometers, and strain gage kits. All items reference Tecquipment as the example manufacturer, with bidders permitted to propose equivalent alternate items if clearly identified by manufacturer name, item number, description, and warranty period. Detailed product specifications and supporting documentation must accompany any alternate proposals for the University to evaluate equivalency. Suppliers must submit written questions by October 2, 2019, with University responses issued October 4, 2019. Sealed bids are due October 11, 2019, at 2:00 PM CDT at the UWGB Purchasing Office in Green Bay, Wisconsin. Award is scheduled for October 16, 2019, with delivery and installation to be completed by a date to be determined. The bids will remain firm for acceptance for 60 days from the date of bid opening.

All pricing must be submitted on the provided Cost Submission Form with unit prices and extended totals for each line item, with costs including packing, freight, insurance, warranty, instruction, and operation manuals. Bids must be FOB Destination with delivery and installation charges included. A minimum three-year manufacturer's warranty is required on all items and parts. The University of Wisconsin qualifies for governmental and educational discounts, which must be reflected in unit pricing. The State of Wisconsin is exempt from sales and use taxes but must pay Wisconsin excise taxes on certain products. The solicitation encourages use of certified minority-owned business enterprises (with a 5% preference available to certified vendors under Wisconsin Statutes) and disabled veteran-owned businesses (also with a 5% preference). Award will be made to the lowest responsive and responsible bidder for each separate line item, with the University reserving the right to award to multiple suppliers based on pricing and to reject any or all bids. Contractors awarded contracts exceeding $25,000 must submit affirmative action plans and certify compliance with Wisconsin tax requirements.
