About this file

This is a Bid Tabulation document from the New Hampshire Department of Natural and Cultural Resources, Division of Parks and Recreation, for a Phase 1 Habitat Assessment of the Northern Long-Eared Bat at Franconia Notch State Park's Cannon Mountain Aerial Tramway. The project sought qualified environmental consultants to conduct a comprehensive habitat study in support of a planned tramway replacement initiative. The scope of work required contractors with natural resource expertise to deliver a detailed Phase 1 report including assessor qualifications, site mapping with precise coordinates, project descriptions, documentation of known bat habitats, assessment methodologies, and completion of a Bat Summer Habitat Assessment Datasheet. If the project threatened to impact Northern Long-Eared Bats, contractors were also required to prepare a draft Phase 2 study plan for acoustic or netting surveys with justification, site maps, surveyor information, and proposed schedules. Bids were due January 30, 2026, at 2:00 p.m., submitted to Johanna.Lyons@dncr.nh.gov, with all work products and data becoming state property upon completion.

Twelve consulting firms submitted bids for this project, with prices ranging from $800 (Moonrise Ecological Services) to $22,200 (Allstar Ecology) for Phase 1 work, and Phase 2 study plan costs ranging from $300 (ESI) to $5,013 (West Enviro & Statistical Con). The procurement imposed no specific set-aside designations or disadvantaged enterprise restrictions. All contractors were required to comply with the U.S. Fish and Wildlife Service "Range-Wide Indiana Bat & Northern Long-Eared Bat Survey Guidelines" from March 2023 and submit signed cover letters committing to well-documented invoicing. The contract was contingent upon fund availability and would follow the State of New Hampshire P-37 Contract Agreement format.
