Scope of Work

The successful contractor shall provide all labor, materials and equipment to perform the work detailed on the Plan titled Burton/Foster Stormwater Improvements Project Construction Plans dated March 2026 and Technical

Specifications dated March 25,2026.

Lake Kanasatka is a 353-acre lake in the Town of Moultonborough NH. It had experienced generally good water quality up until 2020. A Cyanobacteria bloom appeared in that year and they continued to proliferate for several years. The

LKWA proceeded to develop, with Town of Moultonborough funding, a Watershed Based Management Plan (WBMP) to address the lake conditions and propose remediation. LKWA applied for a NHDES 319 Grant for funding to reduce or eliminate phosphorus loading and stormwater runoff on two adjacent sites on the eastern shore of the lake in the area of the intersection of Burton Road and Foster Drive. LKWA has engaged the Horsley Witten Group (HWG) to provide engineering and design services.

Burton Road (Northeast of the Intersection)

Stormwater runoff from Burton Road northeast of Foster Drive will be collected and managed before it reaches the intersection. At the driveway to 72 Burton Road, the existing culvert will be replaced with a new HDPE culvert under

Burton Road. Runoff that flows in the ditch along the south side of Burton Road will be shunted away from the road with two drainage turnouts directing runoff into the woods.

Intersection of Burton Road and Foster Drive

A portion of the existing gravel road will be paved as indicated on the Construction Plans. The paving will include Cape

Cod asphalt berms and a paved flume into a sediment forebay. The forebay will be lined with a permeable concrete paver mat. A deep sump catch basin will collect water from the forebay into a prefabricated infiltration chamber under the road. The existing culvert at 10 Foster Drive will be replaced with a larger HDPE pipe with an upstream flared end section to help reduce clogging, ease maintenance, and increase hydraulic efficiency. Flow exceeding the capacity of the

Foster Drive infiltration system will flow in a HDPE pipe to the Foster Drive culvert, which will discharge to a riprap apron.

Burton Road (Northwest of the Intersection)

On the northeastern side of the intersection, runoff ponds around a clogged dry well before flowing across the road and through the abutting properties to the lake. The existing dry well will be replaced with an infiltration system that is similar to the system proposed for Foster Drive. Runoff will be directed into a sediment forebay and deep sump catch basin for pretreatment, then to a subsurface infiltration chamber under the road. The gravel road upstream of the forebay will be regraded to pitch away from the lake, toward the forebay.

4. 30% of the Lump Sum Fee upon final completion and acceptance of the work by LKWA.

Request for payments will be processed by LKWA within 30 days of receipt.

The Contractor shall be responsible for 48 hour prior notification to LKWA and the Town of Moultonborough before making any interruptions of their access.

4. The Contractor shall not commence work until a pre-construction meeting has been held at which representatives of the contractor, LKWA, NHDES, HWG, and the landowners are present. LKWA shall schedule the pre-construction conference upon execution of a Contract Agreement.

5. In the event of interruption to water or utility services as a result of accidental breakage or as a result of being exposed or unsupported, the Contractor shall promptly notify the proper authority and shall cooperate with said authority in the restoration of services. If water service is interrupted, repair work shall be continuous until the service is restored. If any utility service is interrupted for more than four (4) hours, the Contractor shall make provisions for temporary service at his own expense until service is resumed.

6. In the event that stop work steps are required, no further work shall be allowed, and final construction costs to date shall be provided to LKWA no later than 5 days after such stop work steps are issued.
