The project involves constructing stormwater control practices at a boat launch ramp, including vegetated swales, sediment traps, an infiltration basin, a 6-foot-diameter infiltration structure, a 4-foot catch basin, and an 8-inch PVC overflow pipe system designed to reduce stormwater runoff volume and erosion into Country Pond. Key deliverables include procuring materials, site preparation, constructing the boat ramp with concrete panels and bituminous pavement, and completing site restoration. The project encompasses approximately 30 cubic yards of excavation, 20 cubic yards of crushed gravel, 30 cubic yards of crushed stone, 6 cubic yards of riverstone-lined swales, 30 tons of bituminous concrete pavement, 49 linear feet of 8-inch PVC pipe, and 30 boat ramp panels. Bids must be submitted by 5:00 pm on August 1, 2025, with anticipated contractor selection and notification on August 22, 2025. Construction must commence after November 1, 2025, and be completed by December 31, 2025, with site restoration finalized by May 1, 2026.
Payment will be structured on a percentage-completed basis: 30 percent for material procurement, 10 percent for site preparation, 50 percent for boat launch ramp construction, and 10 percent for site restoration, with net 45-day payment terms and all requests due by June 5, 2026. Qualified bidders must demonstrate no defaults within three years, permanent business establishment, adequate personnel and equipment, appropriate technical experience in stormwater management and environmental compliance, New Hampshire business registration, timely contract completion history, and no contractual relationships with NH LAKES. Contractors must provide proof of workers' compensation and comprehensive public liability insurance of $2 million aggregate ($1 million per occurrence) and $500,000 for property damage per incident, along with a performance and payment bond equal to 100 percent of the contract price from New Hampshire-registered surety parties. The project is funded through the American Rescue Plan Act (ARPA) of 2021 funds awarded to NHDES and subsequently to NH LAKES for cyanobacteria mitigation efforts, with additional funding from the Town of Newton and CPLA. The contract requires compliance with federal funding accountability and transparency requirements, including submission of a Unique Entity Identifier, and emphasizes a preference for U.S.-produced materials. All work must comply with the approved design plans by KV Partners LLC dated October 17, 2024, the Shoreland Impact Permit (2024-03564), and the Wetlands Permit-by-Notification (2024-03561), with construction engineering oversight provided by KV Partners throughout the project.

Introduction
The Country Pond Lake Association (CPLA) has prepared this Bid Request in cooperation with NH LAKES, New
Hampshire Department of Environmental Services (NHDES) and the Town of Newton to solicit submittals from qualified contractors to provide deliverables requested in the subject Scope of Work.
1. Project Description
Stormwater flowing from Country Pond Road and over the boat launch ramp erodes and transports sediment into Country Pond. The Country Pond Lake Association (CPLA) in partnership with the Town of Newton seeks construction services to implement Best Management Practices (BMPs) at the ramp to reduce stormwater runoff volume, along with measures to stabilize the ramp itself, and to address erosion and transport of materials into the pond. Interested contractors are invited to submit a proposal for the construction and installation of several stormwater control practices, including vegetated swales, sediment traps, an infiltration basin, and a deep sump catch basin with overflow pipe designed to slow down runoff and collect sand and debris prior to it entering Country Pond. The ramp will be regraded and stabilized with pavement in the upper section and concrete pads in the lower section. The construction work must be in conformance with the plans and specifications noted on the construction plan prepared by KV Partners LLC, on November 2024 and entitled
COUNTRY POND WATERSHED MANAGEMENT PLAN – PHASE 1. All work must be completed per the construction notes outlined on the Construction Plan, and the Scope of Work outlined in this document.
