About this file

This is a Request for Bid (RFB-27-143) specification document issued by the City of Yuma's Procurement Division for on-call glass repair, replacement, tinting, and maintenance services at City facilities. The contract encompasses services for over forty City of Yuma locations on an as-needed basis. Services include replacement of broken or damaged glass in various applications (single-pane, dual-pane insulated units, tempered, laminated, and wired glass), emergency make-safe procedures, window film supply and installation (solar/reflective and privacy film), specialty glass products (table-top, mirrors, display cases, shelving), and maintenance of glazed openings including rollers, tracks, gaskets, and resealing. The specification excludes automotive and vehicle glass services. The Contractor must maintain 24/7 availability with a 30-minute callback requirement and must respond on-site within 24 hours for regular requests and two hours for emergency requests during business hours, after-hours, weekends, and holidays. Regular hours are defined as 7:00 a.m. to 6:00 p.m., Monday through Friday, excluding City holidays.

Pricing is structured as hourly labor rates for Regular Hours, After Hours, and Weekend/Holiday work, with a separate Helper Rate for additional personnel. Lift equipment (scissor or boom lift with 30-foot working height) is priced at Half-Day (up to 4 hours) and Daily rates, with delivery, pickup, and fuel included. Window film is priced per installed square foot for each film type, and materials are priced at cost-plus a percentage markup provided by the bidder. Bidders must submit pricing on Rate BidTables, Materials BidTables, and Project Scenario BidTables for four specific scenarios: second-floor window replacement with solar film, ground-floor window film installation, after-hours broken window make-safe, and weekend door glass board-up. All submitted rates and markups across these tables must be consistent. Safety glazing requirements apply to doors, sidelights, and other code-required locations, and replacement glass must match existing specifications unless directed otherwise.

2. LABOR RATES

Provide hourly rates on the "Rate BidTable." Rates are per hour, per person, and shall include all tools, ladders, small equipment, transportation, travel and mileage. The quantities on the Rate BidTable are the total hours from the four Project Scenarios, and the rates entered must match the rates used on the Project Scenario BidTable.

2.1. Regular Rate: Work performed during Regular Hours.

2.2. After Hours Rate: Work performed After Hours.

2.3. Weekend and Holiday Rate: Work performed on a Saturday, Sunday, or City holiday.

2.4. Helper Rate: When a job requires more than one person, the first person is billed at the rate for the time the work is performed and each additional person is billed at the Helper Rate, at any time of day, on any day. Helpers shall be billed only at the Helper Rate. The Contractor must obtain approval from the Facilities Management Supervisor or designee before billing for a helper.

3. LIFT EQUIPMENT

Provide a Half-Day rate and a Daily rate on the "Rate BidTable" for a scissor lift or boom lift with a working height of approximately thirty (30) feet, able to reach a second-story window.

3.1. Half-Day Rate: Lift use of up to four (4) hours.

3.2. Daily Rate: Lift use of more than four (4) hours, up to one (1) day. The Daily Rate shall not exceed two (2) times the Half-Day Rate.

3.4. Approval: A lift may be used only with prior approval from the Facilities Management Supervisor or designee. If a job requires a larger lift, the Contractor shall provide a separate quote for approval before the lift is ordered.

4. WINDOW FILM

Provide an installed price per square foot on the "Rate BidTable" for each film type below. The installed price includes the film, labor, cleaning and preparation of the glass, and cleanup. No separate labor or materials will be paid for film installation.

4.1. Solar/Reflective Film: Silver reflective solar control film with visible light transmission of approximately fifteen percent (15%).

4.2. Privacy Film: White frosted (opaque) privacy film.

4.3. Measurement: Film is measured by the visible glass area of each window, rounded up to the next whole square foot.

4.4. Removal of Existing Film: Provide a price per square foot on the "Rate BidTable" for removal of existing film, including adhesive removal and cleaning of the glass.

5. MATERIALS AND SUPPLIES

Provide the requested information on the "Materials BidTable." Its quantities are the materials from the Project Scenarios. The markup submitted on the Materials BidTable shall apply to all glass, glazing materials and supplies purchased under this contract. Window film and lift equipment are not materials; they are priced on the Rate BidTable.

5.1. Cost Plus Percentage: Provide the percentage markup above the Contractor's actual cost. The markup must be entered as a decimal (for example, 20% is entered as .20) in the "Upcharge" column, and must be the same markup used on the Project Scenario BidTable.

6. PROJECT SCENARIOS

To compare pricing, the City is asking for four (4) scenarios on the "Project Scenario BidTable." Price each scenario as if you were being asked to perform the actual work. The labor rates, lift rate, film prices, material costs and markup used in the scenarios must match those entered on the Rate BidTable and the Materials BidTable. Project scenario pricing is part of the award criteria.
