About this file
This is a Request for Bids (RFB) issued by the City of Batavia Bureau of Water & Wastewater for laboratory analytical services to analyze potable water and wastewater samples. Bidders may submit separate quotations for wastewater analysis, potable water analysis, or both services. The contract period runs for two years from April 1, 2026, through March 31, 2028. Sealed bids must be received by 10:00 a.m. EST on February 12, 2026, at the Public Works Suite Conference Room, One Batavia City Centre, Batavia, New York 14020. Potable water testing includes inorganic metals analysis (31 analytes), total organic carbons, lead and copper testing, Department of Health requirements (1,4-dioxane and PFAS panel), organic compounds (97 analytes), trihalomethanes, haloacetic acids, and lagoon water testing. Wastewater testing includes nutrient analysis, surcharge testing, monthly metals and toxics, and annual industrial testing. Samples will be picked up approximately once per week from the Batavia Wastewater Treatment Plant (5 Treadeasy Avenue) or Water Filtration Plant (480 Lehigh Avenue) between 7:30 a.m. and 2:30 p.m., Monday through Friday. Laboratories located within a 50-mile radius may have samples delivered by the City; those outside this radius must provide courier service with all necessary containers and coolers. Test results must be provided within 15 days of sample pickup.
Award will be based on the lowest total cost for all requested analytical services. Only quotations providing all analytical services for either wastewater or potable water will be considered for award. Bidders may submit additional pricing adjustments if awarded both wastewater and potable water work. The City reserves the right to cancel the quotation upon 15 days' notice and to reject any or all bids. Pace Analytical is noted as a business enterprise awarded an identical or substantially similar procurement contract within the past five years. All bids must include a non-collusive bidding certification and compliance certification with the New York State Iran Divestment Act of 2013. Questions regarding general bidding items should be directed to Bailey Groth at (585) 345-6317; wastewater testing inquiries to John Senko at (585) 345-6400, Option 3; and potable water testing inquiries to Nelson Weibel at (585) 345-6400, Option 2.
