SCOPE OF WORK & CONSTRUCTION SPECIFICATIONS
Scope of Work While this is primarily a resurfacing project, our intent is to make any needed repairs to the substructure of these roads so that the surface course will last. Line items have been added for a variety of scenarios that might be encountered in the field. Treatment will vary by street and we are open to the selected contractor’s expertise, but construction work will generally consist of milling, full-depth patching, leveling course as needed, and final surface paving with 9.5mm asphalt. Secondary work will consist of thermoplastic striping, speed hump construction, signal loop installation, and shoulder dressing. Please refer to “Schedule I, Scope of Work” in the appendix for a street-by-street breakdown of anticipated work.
General Specifications All work shall be performed in accordance with the Georgia Department of Transportation (GDOT) Standard Specifications for the Construction of Transportation Systems (2021 Edition) unless otherwise specified.
Description of Construction Line Items
Milling: Full width milling at 1.5” depth. Additional depth, up to 2”, may be required to eliminate surface irregularities or restore curb reveal. Edge milling will be allowed within cul-de-sacs provided the center is in serviceable condition. All side streets should be milled to the back of the radius. We prefer same-day or next-day coverup of milled surfaces but will waive that on a case-by-case basis to boost productivity, if it does not create an unsafe traffic condition.
Patching: Full depth patching to be performed in consultation with the City. Patches should be outlined with paint and inspected prior to work. Typical depth is 3-4” or enough to remove all existing failed asphalt. Replace using 19mm binder asphalt.
Patches will be at least 7.5' wide for milling machine; full-lane width is preferred.
Graded Aggregate Base (GAB): In instances where there appears to be no base material underneath the asphalt, or when truck weight reveals significant deformation of the base, the City may request excavation, installation and compaction of GAB to provide a suitable base for the asphalt. Typical depth 10” below grade with an expected final pavement profile of 6” GAB, 3.5” binder, 1.5” topping. Cost should include the removal of unsuitable soil from the project.
Leveling: Leveling asphalt shall be placed on a spot basis to restore crown, correct rutting, build up depressions, or smooth ride over successive patches. Approximate thickness of 1” compacted.
Gordon, Alyssa Waiting to hear if this needs to be addressed and that’s why it’s highlighted.
This has been updated.
Open Graded Interlayer (OGI): At the contractor’s recommendation, OGI mix may be used to mitigate reflective cracking and/or level pavement. Approximate thickness of 1” compacted.
Tack Coat: Tack coat to be used for bonding between hard surfaces—against all concrete curb and between asphalt layers. Trackless tack coat preferred to minimize tracking onto adjacent pavement and structures.
Asphalt Topping: Final surface lift shall be 9.5mm (local) or 12.5mm (collector) Superpave Type II asphalt or equivalent with a maximum 15% Recycled Asphalt Product (RAP), installed at 165lbs/yd2 (1.5” compacted thickness) unless otherwise directed.
Topcoat should be flush or up to ¼” proud of gutter lip. Workmanship should be neat with a steady centerline, especially on unstriped residential roads.
Utility adjustments: Contractor will be responsible for adjusting all utilities flush with final paved surface. Coordinate with the City’s project manager to acquire manhole and water valve risers from DDCWSA. Risers should be installed or removed at no additional cost to the City beyond the labor assumed in the line item for topping. This line item is for utility adjustments where risers will NOT work, whether the utility is too high or needs to be installed at a variable angle matching the grade of the road. This line item should cover the cost to cut the final asphalt, adjust the utility to grade, and secure it with a concrete collar.
Speed humps: Speed humps shall be 22’ in length with 6’ ramps and a 10’ tabletop, constructed to 4” height using concrete blocks to define the edge. Shoulder taper shall be approximately 6” to 1’. See MUTCD Figure 3B-30 for standard reference:
https://mutcd.fhwa.dot.gov/htm/2009/part3/fig3b_30_longdesc.htm
Pavement Markings: Temporary lane markings and stop bars should be placed immediately after paving or when a milled surface will be left overnight. All permanent striping will be thermoplastic and must be completed more than two weeks after final paving. Striping should match existing configurations unless otherwise directed by the City.
Signal Loops: For roads with signalized intersections, signal loops removed by milling should be reinstalled to restore function to the traffic signal within 30 days.
Traffic Control / Work Zone Setup: The Contractor shall maintain safe and effective traffic control at all times. Proper signage, barricades, and flagging shall be in place prior to the commencement of any work activity. The selected contractor shall work with the City to provide advance notice to the public before conducting work that will significantly impact traffic along collector roads or at a signalized intersection.
Other Site Work https://mutcd.fhwa.dot.gov/htm/2009/part3/fig3b_30_longdesc.htm
Cleanup and Restoration: Cleanup operations shall be completed within 24 hours following placement of final surface lift. All debris, surplus material, and work-related waste shall be removed from the project site by the Contractor. No separate payment will be made for cleanup, haul-off, or disposal. These costs are to be included in other unit bid items.
1. Shoulder Dressing: : On roads without curb and gutter, the contractor shall be required to remove all vegetation in the existing roadway and to 12 inches outside the edge of the new pavement before beginning work. More material may be removed if necessary to ensure adequate drainage. After the new surface has been placed, the contractor shall blade the disturbed material to the extent that the shoulder is left in a neat and presentable condition. All excess material shall be removed from the project. No direct payment shall be made for this work.

Requests for time extensions due to weather delays or unforeseen conditions must be submitted in writing and approved by the City in advance.
Work Schedule, Holidays, Weather Restrictions The contractor shall submit a master project schedule to the City at least five (5) business days prior to the start of work. The City will withhold retainage in accordance with Georgia law and the terms of the bid documents. Incomplete or unsupported pay applications may be returned without payment until adequately revised.
