EXECUTIVE SUMMARY

United Consulting conducted a Hazardous Materials Survey on the Proposed Police Precinct property located in Douglasville, Douglas County, Georgia, hereafter referred to as the Subject Property. The Subject Property is currently developed with a county office building. A summary of our findings is as follows:

1. United Consulting collected 67 bulk samples of suspect asbestos containing materials from the

Subject Property. Five (5) of the samples, black floor mastic, black roof mastic, and exterior grey door and window caulks were identified to be asbestos containing.

2. United Consulting performed a lead-based paint survey of the Project Site building to visually identify suspect lead-based paint films on interior and exterior building components. Measurements of lead in painted surfaces at the Project Site were obtained utilizing an X-Ray Fluorescence (XRF) device.

The painted surfaces identified at the Project Site were generally in poor to fair condition at the time of United Consulting’s survey activities. The painted surfaces analyzed were not found to contain lead-based paint.

3. United Consulting conducted a survey of the Project Site for hazardous materials. The survey identified several items which could contain regulated and/or hazardous materials including fluorescent light tubes, light ballasts, HVAC system, a backup generator with associated fuel tank, containers of used oil and anti-freeze, acrylic paint, smoke detectors, and backup batteries. These items are discussed in the body of the report.

4. The building owner or demolition/renovation contractor must forward a proper Ten-Day Notification to the Georgia Department of Natural Resources, Environmental Protection Division (EPD) prior to the start of any building renovation/demolition activities.

1.0 INTRODUCTION

United Consulting was retained by the City of Douglasville to perform a Hazardous Materials Survey on the Douglas County Coroner's Office located at 8585 Club Drive in Douglasville Douglas County, Georgia. The purpose of this survey was to collect and test representative samples of common building materials for the presence of asbestos fibers and painted surfaces for the presence of lead-based paint.

United Consulting understands that the client intends to demolish the structure.

Physical sample collection occurred on July 11, 2025. United Consulting representative Mr. Matthew D Cowart, Environmental Specialist, also inventoried obvious materials observed across the Subject Property, which may pose hazards to human health and/or the environment during demolition activities.

Photographs of the Subject Property structure are included in Appendix B.

The asbestos bulk sample collection activities were performed by United Consulting representative, Mr.

Cowart. Mr. Cowart is an accredited Asbestos Inspectors in accordance with the Asbestos Hazard Emergency Response Act (AHERA), Inspector Certificate Number 20537. His certification and that of the laboratory used for this investigation are reproduced in Appendix C.

2.0 DESCRIPTION OF FACILITIES

The Subject Property is developed with a county office structure. The exterior of the structure was finished with a brick and stone façade. The main roofing system was observed to be a membrane roof system. A smaller secondary roof section over the backup generator was observed to be a low sloped roof with asphalt shingles. The structure was observed to sit on a slab-on-grade foundation system.

The interior of the structure was in good to fair condition at the time of our site visit. The interior walls were finished with drywall system materials. The ceilings included a drop ceiling system with various ceiling tiles. Flooring systems throughout the structure were finished with a mixture of carpeting floor tile, vinyl, and raised floor systems.

The small backup generator extension was observed to be a simple wood framed structure with an asphalt shingle roof system.

3.0 INACCESSIBLE AREAS/LIMITING CONDITIONS

The Subject Property was not occupied during the sampling event. For this reason, United Consulting employed destructive sampling techniques to obtain representative samples for demolition.

Inaccessible areas were not encountered during this assessment.

4.0 ASBESTOS BULK SAMPLE COLLECTION

4.1 Overview

Bulk sampling was performed in substantial conformance with the United States Environmental Protection Agency’s (EPA's), "Guidance for Controlling Asbestos-Containing Materials in Buildings" (EPA 560/5-85-024, 1985). Bulk sampling was performed at the Subject Property, on July 11, 2025, by Mr.

Matthew Cowart. Mr. Cowart is an accredited Asbestos Inspector in accordance with the Asbestos Hazard Emergency Response Act (AHERA), Inspector Certificate Number 20537. A copy of Mr. Cowart’s certification is included in Appendix C.

4.2 Sample Location Selection

Sample locations were randomly chosen in the field, based on the identification of suspect asbestos-containing material (SACM). A distributed sampling plan based on a randomized sampling scheme was not used for this sampling program. Samples were collected from areas deemed safe and accessible.

4.3 Procedure

Samples were collected by wetting the material to be sampled, by extracting a representative section of the suspect material and by placing the material in a sample container. Each sample was assigned a unique sample number and delivered to an independent laboratory (Eurofins Environmental Testing Southeast-Atlanta, LLC.) for analysis. Chain of Custody was documented and retained on-file. The laboratory results are attached in Appendix D. The locations of the bulk samples collected during this survey are shown on Figure 1.

4.4 Bulk Sample Analysis

The bulk samples were tested for detectable concentrations of asbestos (greater than one percent asbestos) utilizing Polarized Light Microscopy (PLM) and dispersion staining techniques. The testing method used was the “Interim Method for the Determination of Asbestos in Bulk Insulation Samples” (EPA 600/M4-82020, as amended). Materials containing one percent or more asbestos are considered asbestos containing materials (ACM) and are regulated. Current EPA regulations require that the building owner assume that materials containing a trace amount of asbestos be assumed to be regulated asbestos-containing material unless further testing in the form of Point Counting is performed on the materials. Bulk sample testing by the above analytical methods were performed by Eurofins Environmental Testing Southeast-Atlanta, LLC., a successful participant in the National Voluntary Laboratory Accreditation Program (NVLAP).

4.5 Bulk Sample Results

United Consulting collected 67 bulk samples of suspect asbestos-containing materials (SACM) from the Subject Property. Sampled items included drywall system materials, ceiling tiles, cove base glues, sink sound proofing, HVAC mastics, caulks, floor systems, and roof systems. The survey results discussed below have been compiled by material location and material type (e.g., ceiling tile, drywall, etc.).

Photocopies of the Laboratory Results are included in Appendix D.

Sample locations are listed in the tables below. A summary of the bulk sample results is presented in Table 1. Five (5) of the samples, black floor mastic, black roof mastic, and exterior grey door and window caulks were identified to contain regulated concentrations of asbestos fibers.

4.6 Asbestos Assessment Results

Asbestos containing building materials were identified at the Subject Property in black floor mastics, black roof mastic, and exterior grey door and window caulks.

The National Emissions Standard for Hazardous Air Pollutants (NESHAP) requires the removal of ACM prior to activities, which would disturb them. United Consulting recommends that the asbestos-containing materials be removed, prior to demolition/renovation by a qualified asbestos abatement contractor, using State of Georgia accredited personnel, in accordance with applicable federal, state and local regulations governing the removal of asbestos-containing material.

A Ten-Day Notification should be forwarded to the Georgia Department of Natural Resources (DNR), Georgia Environmental Protection Division (EPD), by the building owner or demolition/renovation contractor prior to the start of any building demolition activities.

A Georgia licensed Asbestos Removal Contractor should be employed to remove asbestos-containing materials (ACM) and appropriately contain, transport, and dispose of asbestos containing waste materials. Friable material (such as pipe insulation) should be appropriately addressed in a timely manner, whether any demolition or renovation is planned. ACM that is not friable (e.g., floor tile and mastic) should be addressed before any demolition or renovation work begins.

5.0 LEAD BASED PAINT SURVEY

5.1 Overview

Lead is a highly toxic metal that affects virtually every system of the body. LBP is defined as any paint, varnish, stain, or other applied coating that has 1.0 milligram per square centimeter (mg/cm²) (or 5,000 micrograms per gram (ug/g) or 0.5% by weight) or more of lead. The purpose of the Lead-Based Paint testing was to visually identify suspect lead-based paint films at the Project Site, and to test the paint films for detectable concentrations of lead. Measurements of lead in painted surfaces identified at the Project Site were analyzed utilizing a Viken Pb200i X-Ray Fluorescence (XRF) device. The XRF is capable of detecting lead in both surface and underlying layers of paint. Utilization of the XRF eliminates destructive paint chip sampling. United Consulting performed the survey in substantial conformance to industry standards. Sampling was performed at the Project Site on July 11, 2025, by Mr. Matt Cowart.

5.2 Sample Location Selection

Sample locations were randomly chosen in the field, based on location, type, and color for potential demolition purposes.

5.3 Procedures

United Consulting utilized the XRF to assess representative paint films identified throughout the Subject Property. The device was checked using a supplied standard on multiple occasions throughout testing.

The certification of the individual conducting this lead-based paint survey can be found in Appendix B.

The test face of the XRF is placed against the material of concern and triggered. The triggering releases a very short exposure of radiation and the response to the exposure is measured. This allows the concentration of lead within the top ¼-inch of the material to be measured. The XRF has automatic data logging capability. Locations were recorded separately during the survey.

5.4 Sample Analysis

United Consulting analyzed paint films from within the interior and exterior of the structure. The results printed from the XRF are included in Appendix C. On the results sheet, the results read based on the lead content of the painted surface analyzed with the XRF. XRF results are classified as positive if they are greater than or equal to the stated threshold of the instrument (1.0 mg/cm2), and negative if they are less than the threshold.

8585 Club Drive, Douglasville Georgia

CIDVI-25-GA-09612-01

5.5 Paint Testing Results

5.5.1 Lead-Based Paint Evaluation

Based on the XRF results, paint containing lead greater than the HUD action level was not identified at the Subject Property. Based on the results of this survey, United Consulting does not believe additional sampling is necessary at this time.

Occupational Safety and Health Administration (OSHA) regulations require that workers be protected from exposure to lead at any concentration via proper engineering controls and appropriate levels of personal protective equipment as per Title 29 of the Code of Federal Regulations, part 1926.62 (29 CFR 1926.62).

Solid waste which leaches hazardous concentrations of lead greater than 5.0 parts per million (ppm) by TCLP, must be properly disposed of in an appropriately permitted hazardous waste landfill. Samples should be obtained and submitted for TCLP analysis for any confirmed lead based painted material which is to be brought to a landfill for disposal. The building owner or renovation contractor must forward a proper Ten-Day Notification to the Georgia Department of Natural Resources, Environmental Protection Division (EPD) prior to the start of any building renovation/demolition activities.

CIDVI-25-GA-09612-01

6.0 HAZARDOUS MATERIALS SURVEY

6.1 General

A visual reconnaissance of the Subject Property was conducted in order to identify potentially hazardous or regulated materials. The visual reconnaissance identified fluorescent light tubes, light ballasts, refrigerants, acrylic paint, used oil, anti-freeze, and backup batteries.

6.1.2 Fluorescent Light Tubes

During this survey 235 four-foot fluorescent light tubes were observed throughout the structure.

Additionally, 12 eight-foot fluorescent light tubes were also observed. Fluorescent light tubes likely contain mercury vapor and heavy metals coatings, which are recognized human health hazards. These bulbs should be removed and care should be taken to prevent breakage of these bulbs during demolition/renovation activities. The bulbs should be disposed of properly.6.1.2 Light Ballasts

United Consulting spot checked light units throughout the property for the presence of PCB containing ballasts. All fluorescent light ballasts observed during the inventory were labeled as non-PCB containing and therefore are not considered hazardous materials. If during demolition/renovation activities light ballast with PCB’s are encountered, they need to be handled as hazardous materials by the demolition/renovation contractor.

6.1.3 Mercury Switches

Mercury is a recognized human health hazard and should be handled cautiously. Mercury switches are commonly utilized in commercial thermostats and heating and ventilation systems. Care should be taken not to break the mercury containing vessel. Mercury can be absorbed directly into the skin on contact and by inhalation. Further, a mercury spill requires special handling and should not be attempted by untrained personnel. No mercury switches were observed at the site at the locations checked. If during demolition/renovation activities mercury containing items are encountered, they need to be handled as hazardous materials by the demolition/renovation contractor.

6.1.4 Air Conditioning/Refrigeration Units

Air conditioning and refrigeration units may contain regulated gases. Uncontrolled release of these gases into the environment is against the law. During our assessment refrigerants were observed at the site at two HVAC units and five condenser units. During demolition/renovation activities if these locations are to be disturbed, they need to be handled as hazardous materials by the demolition/renovation contractor.

It is assumed that appliances belonging to the current occupants will be removed prior to vacancy.

6.1.5 Back-up Batteries

Emergency lights typically contain backup batteries which contain either lithium or lead based battery systems.

In addition to emergency lighting, backup power systems for computer servers, telephone, and alarm systems typically utilize battery powered backup systems. During our assessment back-up batteries were observed in ten smoke detectors, nine exit signs, four emergency lights, four fire alarm flashers, and one backup power system for computer servers. These products should be properly disposed of prior to demolition should they remain in the building.

6.1.6 Other Hazardous Materials

During the site visit, United Consulting observed at least two fire extinguishers within the structure which would need to be properly disposed of prior to demolition should they remain within the building.

The site contained a pole mounted electrical transformer with unknown PCB content. It is assumed that this transformer is the property of the local utility who should be notified to remove prior to demolition activities.

A backup generator with associated fuel tank was identified in an exterior addition to the structure. Prior to the demolition of the structure, the backup generator must be safely decommissioned and removed to prevent potential hazards associated with fuel, oil, and other residual materials. This includes disconnecting all electrical and fuel lines, draining any remaining fuel or lubricants and ensuring that all associated components, such as fuel tanks and batteries, are properly handled and disposed of. Removal should be conducted by qualified personnel to mitigate the risk of fire, explosion, or environmental contamination.

In addition, three 1-gallon containers of used oil were observed along with a 1-gallon container of possible antifreeze which did not appear to be labeled and a gallon of acrylic paint. These products should be properly disposed of prior to demolition should they remain in the building.

7.0 CONCLUSIONS

Based on the results of this survey, asbestos containing materials were identified in black floor mastic in the bathrooms, black roofing mastics, and grey exterior window and door caulks. The building owner or demolition contractor must forward a proper Ten-Day Notification to the Georgia Department of Natural Resources, Environmental Protection Division (EPD) prior to the start of any building renovation/demolition activities.

In the event that suspect ACM are encountered at the time of demolition not assessed during this survey, United Consulting should be contacted, and proper samples of the suspect materials should be collected and submitted for testing, prior to continuing demolition activities which could disturb these materials and potentially result in an asbestos fiber release.

Lead based paint was not observed at the Subject Property. Based on the results of our visual Hazardous Materials Survey, several potentially hazardous materials including fluorescent light tubes, backup batteries, used oil, potential antifreeze, acrylic paint, a backup generator with associated fuel tank, and refrigerants associated with the HVAC systems were observed at the Project Site. These should be carefully removed from the premises prior to demolition/renovation activities.

8.0 LIMITATIONS

The conclusions presented in this report are based on the laboratory results and visual condition of the materials identified on-site. Asbestos and lead concentrations will vary between sample locations. Our assessment of the materials at the Subject Property is a professional opinion arrived at through the method and procedures accepted by and standard to the industry. No other warranty or guarantee is expressed or implied.

The conclusions presented in the Hazardous Materials Inventory are based on observations made on the days of the inventory.

Representative areas of the Subject Property were sampled. Preparation of abatement design bid documents or scopes of work for abatement, may require additional sampling and definition of the extent of the materials. Dear Matthew, Enclosed are asbestos analysis results for PLM Bulk samples received at our laboratory on July 14, 2025. The samples were analyzed for asbestos using polarizing light microscopy (PLM) per the EPA 600/R-93/116: Method for the Determination of Asbestos in Bulk Building Materials and EPA 40 CFR Appendix E to Subpart E of Part 763: Interim Method of the Determination of Asbestos in Bulk Insulation Samples.

Sample results containing >1% asbestos are considered asbestos-containing materials (ACMs) per EPA regulatory requirements. The detection limit for the EPA 600 Method is <1% by calibrated visual estimate.

Thank you for your business and we look forward to continuing good relations.
