About this file

This is Amendment 1 to Request for Bid (RFB) 18-021-O issued by the Wisconsin State Fair Park for the furnishing and installation of RFID hotel-style locksets at the Thommy G. Thompson Youth Center building. The bid solicitation seeks qualified suppliers to provide and install a total of 106 hotel-style RFID activated locksets, consisting of 54 right-handed locks and 52 left-handed locks, along with 212 dress plates. Sealed bids must be received by the Wisconsin State Fair Park, located at 7722 W. Greenfield Avenue, West Allis, Wisconsin 53214, no later than December 18, 2017 at 2:00 PM CST. The awarded contractor must complete the installation by the hard deadline of May 1, 2018. The contact person for further information is Marty Kowalski at (414) 266-7012. Bid openings are public, and all bids must remain firm for acceptance for sixty days from the date of bid opening.

Amendment 1 clarifies several specification adjustments based on vendor questions. The requirement for internal battery replacement capability (Specification 3.1.8) has been removed, as the hard key override already allows access to batteries from inside the door. The locksets must include a hard key override feature, and delivery is FOB Destination, Installed. The bid documents note that Wisconsin State Fair Park claims minority bidder preference and disabled veteran-owned business bidder preference under Wisconsin Statutes, with eligible certified bidders receiving up to a 5% preference. Materials must be manufactured in the United States or have majority component parts manufactured domestically. Fax bids are not accepted, and all bidders must certify compliance with competition and collusion requirements.

RFB 18-021-O Amendment 1

Vendor Q&A:

The following questions were received regarding the bid:

Q: [There are a number of lock models available that offer an exterior override with a hard key, yet the batteries are replaced from the inside. The door can be easily opened with the hard key to access the battery replacement from within.] Will Wisconsin State Fair Park accept a lock that has the batteries on the inside?

A: Yes. (Please see additional notes below regarding the change to this requirement.)

Q: What is the lead time after award of contract for completion of the job?

A: We are operating under a hard deadline for project completion of May 1, 2018. It will be a condition of contract award for the awarded bidder to complete the job before this date.

Adjustments to Specifications:

The bid specifications are adjusted as follows:

Specification 3.1.8 is hereby removed from the RFB. Since it is already a requirement that the locksets include a hard key override, WSFP can easily open the door to replace batteries from the inside.

The number of locksets to be provided under Specification 3.2.1 is adjusted to 106 total locksets. 2 of our rooms are used as office space, and do not require new locks to be installed. Furthermore, WSFP conducted a count and determined that the count by door handing is 54 right-handed locks, and 52 left-handed locks. Accordingly, if dress plates will be required as described under Specification 3.2.2, the total number of plates required will be 212.
