Summary of RFB 17-2355: Banking and ATM Services at UW-Green Bay
This Request for Bid (RFB) from the University of Wisconsin System Administration, Office of Procurement, solicits proposals for comprehensive on-site banking and ATM services at University of Wisconsin-Green Bay. The contractor must provide full-service banking operations in approximately 1,100 square feet of space within the University Union, including savings and checking accounts, direct deposit services, loan programs, and mobile banking applications. The contract requires placement of three ATMs (full-service units in the Union and Cofrin Library, and one unit in the Kress Events Center) as part of a major national ATM network with handicapped accessibility and surcharge-free access for the bank's customers. A site survey was held on April 26, 2017, with written questions due April 27, 2017, and answers issued May 1, 2017. Bids were due May 4, 2017, at 2:00 PM, with an estimated contract award date of May 15, 2017, and implementation beginning June 1, 2017. The contract term is five years beginning July 1, 2017, with two automatic one-year extensions available, for a maximum total of seven years.
The financial structure requires bidders to submit three cost components: a minimum monthly lease payment of $3,000 for banking space, a minimum annual ATM fee of $5,000 based on machine type and quantity, and annual marketing and sponsorship contributions through one of two partnership tiers (Tier 1: minimum $105,000 or Tier 2: minimum $155,000). The contractor must furnish all equipment, supplies, management, and labor at its own expense and maintain a $25,000 performance bond or irrevocable letter of credit. Insurance requirements include worker's compensation, commercial general liability of $2,000,000 general aggregate and $1,000,000 per occurrence, and automobile liability of $1,000,000 combined single limit. The contractor must provide operational banking hours of Monday through Friday 9:00 AM to 5:00 PM, with reduced hours during breaks and summers by mutual agreement. Award criteria favor the highest total bid across all financial categories for the full five-year contract length. No minority or work center set-asides are specified. All equipment and facility improvements, including space build-out, signage, utilities from the power panel, and telecommunications infrastructure, are the contractor's responsibility, with the University providing the base electrical service, heating and cooling, and telephone demarcation access.
