About this file
This file is a Questions and Answers document for RFA S-58100-00010642, Regional Inclusive Services Providers, issued by the Oregon Department of Education (ODE). The RFA solicits proposals from Educational Service Districts (ESDs) and other qualified entities to provide comprehensive regional inclusive services across designated service areas in Oregon. Eligible applicants must be capable of delivering services to entire regional program areas or demonstrate the ability to subcontract with partners to ensure complete geographic coverage. The RFA encompasses a broad range of related services as defined in 34 CFR 300.34(c), including audiology services. Applications and all required submittal items, including Attachment B (Application and Certification) and Attachment C (Budget), must be received by the Single Point of Contact, Michelle Choate, at michelle.choate@ode.oregon.gov on or before the closing date specified in RFA Section 3.1.3. Applicants should format responses using Calibri 12 font, as Attachment B is locked for formatting consistency.
The evaluation of proposals will utilize a formal rubric, as referenced in RFA Section 4.2 Evaluation Criteria, to ensure consistent scoring across all evaluation items. Prospective applicants should note that Attachment A contains the Sample Grant, which represents the current grant agreement that all successful grantees will be required to execute. This agreement defines service delivery requirements, including evaluation, IEP development, and specialized direct instruction (SDI) for various eligibility categories such as Orthopedic Impairment. Any questions regarding preexisting grant agreements or discrepancies between historical requirements and current solicitation terms should be directed to the SPC, as such matters fall outside the scope of this RFA Q&A document.
