About this file
This document is a Request for Applications (RFA) for Infant and Early Child Mental Health Consultation (IECMHC) Regional Service Providers issued by the Oregon Department of Early Learning and Care (DELC). The RFA seeks applications from organizations to serve as IECMHC Regional Service Providers in various regions across the state of Oregon, including Marion County and the City of Salem. The selected organizations will be responsible for establishing a coordinated system of support, including a warmline and collaborative partnerships with early learning system partners, to provide IECMHC services and prevent suspension and expulsion in early childhood education settings. The RFA specifies the application requirements, including details on the organization's community connections, readiness to function as part of a coordinated system, equity-centered and trauma-informed policies and procedures, and experience with IECMHC and community-based services. The RFA also addresses the DELC's commitment to ensuring the IECMHC workforce is representative of the communities served.
The RFA indicates that the DELC is committed to selecting the best-fit organizations for the community and the goals of the Early Childhood Suspension and Expulsion Prevention Program, regardless of prior IECMHC experience. The DELC may award either a planning grant or an implementation grant, depending on the applicant's readiness. The RFA does not provide specific pricing or funding information, but it emphasizes the DELC's commitment to racial equity and the development of an IECMHC Equity Workforce Development Plan in collaboration with the selected Regional Service Providers.

Regional Location
Each of Oregon’s regions and the communities within regions are unique, with its own priorities, values, and needs. As such, it is important for IECMHC Regional Service Providers to be established in and representative of the region they wish to serve.
If the answer to Q11 or Q12 (below) is no: Your organization is unlikely to be selected for this grant and you may want to consider if it is worth the effort to complete the remainder of this application. If you choose to continue with the application, the organization must present a compelling rationale for 1) how the organization is deeply connected to and representative of the region to be served, and 2) the three (3) letters of recommendation must be from early learning partners in the region to be served and must explain why your organization is uniquely suited to serve the region and is worth considering above organizations that are currently located in the region.
If applicant wishes to provide services in more than one region, a separate application is required for each region.
Question 10: Which region is the applicant applying to provide services in? ___________ ☐Blue Mountain (Union, Morrow, and Umatilla Counties)
☐Clackamas County

Question 13: Is the applicant organization’s headquarters (“main office” or fiscal office) located within this region? (Y/N)

If no, provide the location of organization’s headquarters and describe the business relationship between the regional location and headquarters, and in what https://oregonccrr.org/ https://oregonccrr.org/ way the headquarters is connected to and representative of the regional community.
Planning or Implementation Some applicant organizations may prefer the Planning Grant option to ensure they have time to build readiness for implementation or if they have not had prior experience providing IECMHC services. Applicants may indicate their preferred grant type below.
The preference indicated below neither increases nor decreases the applicant’s chances of being awarded a grant. If applicant indicates a preference for the Implementation Grant option, the Evaluation Committee may choose to award a Planning Grant if other responses within the application indicate a period of planning is needed to ensure readiness to meet Program goals.
Question 14: Indicate the applicant’s preferred grant type:
☐Planning grant ☐Implementation grant

Infant and Early Childhood Mental Health Consultation (IECMHC) is inherently relationship-based work, including relationships at the individual and program-level as well as at the community and system levels. For the application to be considered, the applicant must be endorsed by the community it wishes to serve.
As evidence of endorsement, submit three (3) letters of recommendation as an attachment with your application. Letters should:
• Be written by the community partner and submitted on the letterhead of the organization endorsing your application
• Address why your organization is a good match with the community needs, priorities, and values, and

Section C
Coordinated System of Support: Your Organization’s Readiness to Function as Part of a Coordinated System
A critical component of a system-level strategy to prevent suspension and expulsion is establishing a coordinated system of support. This consists of two primary elements:
1) Establishing a Warmline: an online access point for ECE providers to submit a request for support. The request may be made with a specific child in mind or for help in implementing classroom or programmatic practices to promote inclusion. Regional Service Providers will be responsible for monitoring Warmline referrals and working with other system partners to determine the best person or the best role to respond. For example, in some cases, the best person to respond may be a Coach who has a pre-existing relationship with the ECE provider. In other cases, the best person to respond may be another Technical Assistance provider or the IECMH Consultant.
2) Establishing collaborative partnerships, or utilizing existing ones, among ECE system partners to provide behind-the-scenes coordination and alignment among Technical Assistance providers, IECMHC, EI/ECSE, or other partners. The goal is to ensure an ECE provider requesting support is connected to the right services for their need, and that services offered by more than one service provider are not contradictory.
Question 21: With which of the following system partners does your organization have already-established collaborative partnerships? Mark all that apply:
☐Child Care Resource & Referral (CCR&R)
☐Early Learning Hub
☐Early Intervention/Early Childhood Special Education (EI/ECSE)

☐Tribal Nations

☐Other; specify: _
Question 22: Describe how you would approach the process for determining the primary technical assistance provider to respond to Warmline requests. What factors would you consider determining which role or which person should be assigned to the referral?
Question 23: Describe how you would approach coordination with other partner organizations when a member of their staff (or a role fulfilled by the organization) is determined to be the most appropriate person to respond to the referral. What inter-agency agreements or multi-disciplinary teaming processes would you want to establish?
