About this file

Summary

This is a Request for Applications (RFA) attachment issued by the Oregon Department of Early Learning and Care (DELC) for the Four Rivers Early Learning Hub, which serves Gilliam, Hood River, Sherman, Wasco, and Wheeler counties. The document outlines the prioritization framework for allocating 45 available Preschool Promise (PSP) slots to new and existing eligible providers. Slot allocation is determined by a Community Needs Score based on zip code, environment type (center-based, home-based, or school-based), and primary instruction language (English, bilingual Spanish/English, or Spanish). The allocation follows a geographic priority order: zip code 97031 receives 29 slots; zip codes 97039, 97823, and 97065 receive 8 slots; zip codes 97874, 97750, and 97830 receive 3 slots; and zip codes 97021 and 97058 receive 5 slots. All environment types and language options are eligible across all priority zip codes. Applicants meeting all specified characteristics are eligible for slot allocation; those not meeting criteria may be placed on a PSP Applicant Waitlist for consideration in future allocations.

Providers that do not immediately receive slots upon application will be added to a waitlist for future allocation as spaces become available at the agency's discretion. Eligible applicants include both new and existing providers within the service region. The prioritization structure ensures that community needs are addressed by directing slots first to the highest-need zip codes and then sequentially through lower-priority areas until all 45 available slots are distributed.
