About this file

This document is an attachment to a Request for Applications (RFA) for the reallocation and waitlist of Early Learning (EL) Program Services Provider (PSP) slots in the Eastern Oregon Early Learning Hub region, which covers the counties of Baker, Malheur, and Wallowa. The Hub has 16 PSP slots available for reallocation, and eligible applicants include new and existing PSP grantees. Applicants will receive a Community Needs Score based on preferred characteristics such as zip code, setting type, and language of instruction, with only applicants meeting all characteristics eligible for a slot award. The slots will be awarded in priority zip code order until all are assigned, and applicants not meeting the criteria can be added to a waitlist for future consideration.

The RFA indicates that the available slots will be prioritized for specific zip codes within Malheur and Wallowa counties, with preferred setting types and primary languages of instruction specified for each area. The document outlines the details of the Community Needs Score calculation and the process for slot allocation and waitlist management.
