SUBJECT: COMBINED SYNOPSIS/ SOLICITATION

DESCRIPTION OF SERVICES: RADIO FREQUENCY SHIELD ENCLOSURE

FOR 346TH TEST SQUADRON

The contractor shall provide a Radio Frequency (RF) shield enclosure with the dimensions of 4'x 4'x 8' and attenuation of 100 dB up to 10 GHz. The shielding performance will provide isolation against the following frequencies: Magnetic Field (18 dB @ 1 kHz/50 dB @ 14 kHz), Electric Field (100 dB from 14 kHz – 10 MHz), Plane Wave (100 dB from 10 MHz – 1GHz), and Microwave (100 dB from 1 – 10GHz). For the design and shield acceptance testing, the shield verification test will meet in general accordance of the test methods of Military Standard (MIL-STD) MIL-STD-285 / Institute of Electrical and Electronic Engineers (IEEE) IEEE-299 at 1 GHz plane wave field.

Description: is a combined synopsis/solicitation for commercial items prepared In Accordance With (IAW) Federal Acquisition Regulation (FAR) Subpart 12.6 “Streamlined Procedures for Evaluation and Solicitation for Commercial Items,” as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued.

1. This solicitation is issued as a Request for Quote (RFQ) IAW FAR Parts 12 “Acquisition of Commercial Items” and 13 “Simplified Acquisition Procedures” (SAP).

2. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular FAC 2020-04.

3. Services shall be provided IAW the attached Statement of Objective (SOO).

4. The Government intends to award a Firm Fixed Price (FFP) contract.

5. Evaluation.

5.1 Basis for Contract Award. Award will be made on the basis of the lowest evaluated price of quotes meeting or exceeding the acceptability standards for the technical factors stated in the Addendum to FAR Clause 52.212-1. All quotes shall be evaluated for technical acceptability.

Failure to meet a requirement may result in a quote being determined technically unacceptable.

Technical tradeoffs will not be made, and no additional credit will be given for exceeding acceptability. Award will be made to the offeror who: is rated “Acceptable” in Factor 1 Technical; has the lowest evaluated price; and whose quote conforms to the solicitation requirements (to include all stated terms, conditions, representations, certifications, and all other information required by this solicitation).

5.2 Number of Contracts to be Awarded. The Government intends to select one contractor for this acquisition. However, the Government reserves the right not to award a contract at all, depending on the quality of the quotes and prices submitted and the availability of funds.

5.3 Rejection of Offers. The Government may reject any evaluated quote that fails to adequately address a significant portion of the requirement or contract terms and conditions.

5.4 Solicitation Requirements (Terms and Conditions). Offerors are required to meet all solicitation requirements such as: terms and conditions; representations and certifications;

5.5 Statement of Objectives requirements; and those identified as factors. Failure to comply with the terms and conditions of the solicitation may result in the Offeror being ineligible for award. Offeror shall take no exception to the solicitation requirements.

6. Evaluation Factors

6.1 Evaluation Factors Used To Evaluate. Award will be made to the offeror quoting the combination most advantageous to the Government based upon an integrated assessment of the evaluation factors described below:

Factor 2: Price

6.1.1 Evaluation Methodology. The Government will evaluate all factors concurrently for all quotes. Only those offerors determined to be technically acceptable will be considered for award. Award will be made to the lowest evaluated priced quote meeting the acceptability standards for Factor 1, who has been determined responsible and whose quote conforms to the solicitation requirements (to include all stated terms, conditions, representations, certifications, and all other information required by this solicitation).

6.2 Factor 1 – Technical

The technical factor will receive one of the ratings described below based on the criteria listed below. The technical ratings are defined as follows:

Rating Description

Acceptable Quote meets the requirements of the solicitation.

Unacceptable Quote does not meet the requirements of the solicitation.

The Technical Factor is met when the Offeror provides a capabilities statement and presents a sound approach for providing local telecommunication services required in the SOO.

6.3 Factor 2 – Price

6.3.1 Price Reasonableness, Balance and Price Realism. The Government will rank all offers by Total Evaluated Price (TEP) in compliance with FAR 52.212-1. Reasonableness must represent a price to the Government a prudent person would pay in the conduct of competitive business. Normally, price reasonableness is based on competitive quotations or offers, but may also be based on techniques described Contract Pricing Reference Guide-Volume 1.

Unreasonable or unrealistic proposed prices, initially or subsequently, may be grounds for eliminating a proposal from competition on the basis that the Offeror does not understand the requirement.

Additionally, unbalanced pricing may pose an unacceptable risk to the Government and may render an Offeror's proposal ineligible for award. Offers should be sufficiently detailed to demonstrate their price reasonableness, balance, and price realism. The burden of proof for credibility of proposed prices rests with the Offeror.

7. Offerors shall submit all questions relating to the solicitation to both POCs listed below.

Questions about this RFQ shall be received NLT 29 Jul 20 / 12:00 p.m. CDT. The Government may not provide a response to questions received after the above date. Offerors are not to contact base personnel or any other Government personnel with questions or inquiries about this acquisition.

8. Offers are due NLT 10 Aug 20/12:00 p.m. CDT and should be emailed to the POC’s listed below.

9. IAW FAR 52.204-7 “System for Award Management”, the offeror shall be registered in SAM in order to be eligible for contract award. If the offeror has an active registration in SAM, they are not required to complete FAR Clause 52.212-3 “Offeror Representations and Certifications – Commercial Items” and submit with their quote. They must simply provide a statement confirming registration in SAM.

10. “The Government reserves the right to cancel this solicitation, either before or after the closing date. In the event the Government cancels this solicitation, the Government has no obligation to reimburse an offeror for any costs.”

11. Funds are not presently available for this contract. The Government’s obligation under this contract is contingent upon the availability of appropriated funds from which payment for contract purposes can be made. No legal liability on the part of the Government for any payment may arise until funds are made available to the Contracting Officer for this contract and until the Contractor receives notice of such availability, to be confirmed in writing by the Contracting Officer
