About this file
This is a Justification for Other Than Full and Open Competition (FAR 6.104) submitted by the National Geospatial-Intelligence Agency (NGA) Office of Contract Services to increase an existing contract ceiling by $4,000,000, from $29,500,000 to $33,500,000.
The contracting activity seeks to continue services with HawkEye 360 to support the National System for Geospatial Intelligence (NSG) and provide analytic services to mission partners including INDOPACOM and SOCPAC. The required services include Radio Frequency (RF) derived analytic layers for Automated Maritime Domain Awareness, specifically GPS Interference (GPS-I) Change Detection Analytics and High-Risk Vessel Service (HVS) for the INDOPACOM region. HawkEye 360's emerging technologies leverage a global RF satellite constellation to detect and geolocate GPS spoofing, jamming, and interference across the L1 frequency band, as well as geolocate high-risk vessels and feed data into Maritime Domain Awareness platforms such as SEAVISION and MAVEN. The contract period runs from July 7, 2021 through December 6, 2026. NGA justifies the single-source award under 10 U.S.C. 3204(a)(1) and FAR 6.103-1, citing HawkEye 360 as the only responsible source capable of meeting these specialized national security requirements. Market research from September 2019, January 2021, and October 2022 confirmed that competing vendors (Spire, Royce Geo, KSI, Kratos Defense, and others) lack the necessary RF detection capabilities, coverage, historical data, or geolocation accuracy specifications. NGA plans to conduct a full and open competition for a follow-on contract with an anticipated award date of September 30, 2026, to remove barriers to competition and provide continuity until the competitive award is finalized.

1. IDENTIFICATION OF THE AGENCY AND THE CONTRACTING ACTIVITY.
National Geospatial-Intelligence Agency (NGA) / Office of Contract Services (OCS)
2. NATURE AND/OR DESCRIPTION OF THE ACTION BEING APPROVED.
The nature and description of this action (justification) being approve is for NGA to increase the contract ceiling by $4M from $29,500,000.00 to $33,500,000.00 to support the National System for Geospatial
Intelligence (NSG) prioritized requirements to provide analytic services to mission partner including
INDOPACOM and SOCPAC. NGA will leverage commercial GEOINT industry to produce analytics using global datasets utilizing automated techniques for geolocating, detecting, and characterizing radio frequency emitters. Under FAR Part 6.103-6), HawkEye 360 is the only responsible source capable of providing specific Radio Frequency (RF) derived analytic layers for Automated Maritime Domain
Awareness that meet NGA National Security requirements.
3. ESTIMATED VALUE AND PERIOD OF PERFORMANCE OR PROJECTED DELIVERY SCHEDULE.
a. ESTIMATED VALUE ($M): $4,000,000 Ceiling Increase – New total Ceiling $33.5M
b. PERIOD OF PERFORMANCE, INCLUDING ALL OPTION PERIODS, OR PROJECTED DELIVERY SCHEDULE:
07/07/2021 – 12-06/2026
4. IDENTIFICATION OF THE STATUTORY AUTHORITY PERMITTING OTHER THAN FULL AND OPEN
COMPETITION.
The statutory authority permitting other than full an open competition is 10 U.S.C. 3204(a)(1) as implemented by FAR 6.103-1, "Only one responsible source and no other supplies or services will satisfy agency requirements."
5. DESCRIPTION OF THE SUPPLIES OR SERVICES REQUIRED TO MEET THE AGENCY’S NEEDS.
The vendor has an emerging technology for GPS Interference (GPS-I) Change Detection Analytics providing unique, unclassified, timely, data-driven insight into hostile or suspicious activity in and around Iran. By leveraging its global RF satellite constellation, the vendor detects and geolocates GPS spoofing, jamming, and other interference across the L1 frequency band, offering a uniquely reliable indicator of adversarial activity. The vendor also has an emerging technology for High-Risk Vessel
Service - INDOPACOM (HVS) that geolocate vessels in the region and feeds into end user Maritime
Domain Awareness platforms (e.g SEAVISION and MAVEN). These products enable analysts and decision-makers to identify changes in the GPS-I environment, Maritime domain, monitor areas of strategic concern, and prioritize high-value intelligence opportunities with greater confidence.

6. DEMONSTRATION OF THE PROPOSED CONTRACTOR’S UNIQUE QUALIFICATIONS OR THE NATURE OF
THE ACQUISITION THAT REQUIRES USE OF THE AUTHORITY CITED.
This action is justified pursuant to FAR 6.103-1(c)(2), this is a follow-on contract for the continued development of a major system or provision of highly specialized services, and it is likely that award to any other source would result in substantial duplication of cost or unacceptable delays.
The present contractor is the only vendor capable of providing RF Emitters derived analytics to NGA and mission specifically in the CENTCOM and INDOPACOM region. The HVS and GPS-I change detection analytics will provide NGA timeliness and precision GPS jamming and vessel detections. Due to the specialized nature of radio frequency detects in the region and national security concerns driving urgency of the analytic requirement needed by 24 July 2026, the requirement cannot be fulfilled if there is a full and open competition prior to the end of the current contract. Further, if authority is not used, there will be unacceptable delays for analysts to use accurate data derived of RF emitters for mission critical analytic production workflows.
7. DESCRIPTION OF EFFORTS MADE TO ENSURE THAT OFFERS ARE SOLICITED FROM AS MANY
POTENTIAL SOURCES AS POSSIBLE.
NGA in good faith, has diligently worked on a follow-on acquisition since April 2025 with a target award date of 30 September 2026. However, due to the 43-day government shutdown and other funding challenges, it has caused major delays in awarding a new contract. In efforts to obtain competition, NGA has released the Request for Proposal (RFP) by June 2026 to progressively ensure timeline for the follow-on meets current fiscal year acquisition schedule. Previous efforts to obtain competition were also conducted to collect data from industry partners for the benefit of ensuring the source selection process delivers quality and timely products and services to NGA and mission partners at the best value.
A Request for Information (RFI) was published on the classified ARC in December 205. The RFI helped
NGA determine the acquisition Strategy of a full-and-open competition. Market Research of five responses concluded that HawkEye 360 is likely the only company that has the full capability and assets to accurately geolocate RF emitters and task individual satellites for measurement alignments. In addition, the emerging technology available from HE360 can discriminate X-Band and S-Band radars enhancing commercial capabilities for derived analytics. Although HawkEye 360 was the only respondent deemed fully capable of performance, NGA will still conduct a full-and-open competition to ensure all capable Offerors had a chance to demonstrate their ability to meet the requirement.
8. CONTRACTING OFFICER DETERMINATION THAT THE ANTICIPATED COST TO THE GOVERNMENT WILL
BE FAIR AND REASONABLE.
The pricing of proposals to orders issued under this contract will be determined fair and reasonable utilizing one of more of the price analysis techniques defined at FAR 15.404-1 as well as comparing proposed pricing previously determined fair and reasonable at contract award.

9. DESCRIPTION OF THE MARKET RESEARCH CONDUCTED AND THE RESULTS OR A STATEMENT OF THE
REASON MARKET RESEARCH WAS NOT CONDUCTED.
Based on review and analysis of relevant documentation, NGA determined that HawkEye 360 is the only domestic provider with the accurate radio frequency emitters derived from analytics to meet mission partner requirements. HE360 products are the only products that meet or exceed the NSG requirements for air-defense detection service and the HRV service.
NGA conducted an industry Comparative Report on RF Mapping Automatic Identification System (AIS) in
September 2019 and a HawkEye 360 Assessment Report January 2021 as well as a Commercial
Geospatial Intelligence Market Survey in October 2022. The reports indicated that HE360 provided unique capabilities, such as tipping and queuing other systems, and eases organization analytic workflows. RF detection and geolocation capabilities, analysts can illuminate open ocean areas where traffickers are known to operate, and improved future operations planning. Successful use cases from the 2021 HE360 Mission Utility report include counternarcotic seizures and disruptions.
In terms of areas of interest (AOIs) and capabilities, the initial Market Research Report indicated that other vendors (Spire, Royce Geo, KSI, Kratos Defense, Oracle, Ulysses, and ORBCOMM) could not meet the full requirement due to lack of coverage, lack of historical data, and other limitations such as latency requirements. Horizon Technologies had the appropriate coverage but did not have all the radio frequency emitters specifications. From the Comparative Report, HE360 was assessed along with Kleos, L3 Harris, and Spire and the geolocation accuracy of HE360 was 30m-3km‡ vice Kleos with an accuracy of 200m-3km‡, which met the NGA requirements criteria for accuracy.
10. ANY OTHER FACTS SUPPORTING THE USE OF OTHER THAN FULL AND OPEN COMPETITION.
By using the existing contract, NGA can continue to support the technological advancements in radio frequencies which will inform future efforts and capabilities without a gap to mission objectives and crisis support until the follow-on contract is awarded through fair and competitive process on or about
September 2026.
11. LISTING OF SOURCES, IF ANY, THAT EXPRESSED, IN WRITING, AN INTEREST IN THE ACQUISITION.
None.
12. STATEMENT OF THE ACTIONS, IF ANY, THE AGENCY MAY TAKE TO REMOVE OR OVERCOME ANY
BARRIERS TO COMPETITION BEFORE ANY SUBSEQUENT ACQUISITION FOR THE SUPPLIES OR SERVICES
REQUIRED.
The rationale for limiting competition on current deliverables utilizing capabilities and processes that are fully integrated and thoroughly tested and validated by NGA, until the follow-on active competition from a field of producers of commercial radio frequency providers is awarded by NGA by September 2026.
